LATE FOREIGX JVEJVS. Philadelphia, Arc TJ. At a very late hour, we received London papers to the 20th July, brought by the British ship Marmton, Capt. Petric. A Liverpool paper of the 22d, which we have peruse ! at the ColFee House, contains no additional particulars in relation to the state of the manufacturing districts, but draws a most gloomy picture of the laboring classes generally and sees no prospect of their sufferings being speedily alleviated. A London ministerial paper can discover no way of immediately diminishing their suffering hut by increasing the

(ock of food in the country. uMeans of

employment must be found for the poor, not in making roads, however beneficial such labor mav he, hut in the immediate object of necessity in augmenting the means of subsistence. The sea, in the first place, cannot be said to be exhausted as oxf as we know that the Dutch carry the food of thousands from the coast of Scotland ; and the land cannot be supposed incapable of yielding further supplies, while we have the example of the rock of Malta supporting 100,000 inhabitants by produce, arising from the soil exported from Sicily." We conceive this to be the correct view of the subject. The commercial embarrassments of Kentucky have been far greater than those of England, yet the People of the former have undergone no physical sullerings, simply because population did not there press on the means of subsistence. The. only way of mitigating the distress is, by encouraging the production and importation

of food in every possible shape; and, so general is this opinion becoming, that a ministerial paper, which has heretofore advocated the opposite policy, says, that, "as to the repeal of the Corn Laws, as an ultimate measure, there cannot possibly remain the slightest doubt. It is a fact, that, in some of the manufacturing districts, the poor rates have actually exceeded the. rental; and the increase, in general, i3 far more injurious to the landed interest than the Corn Laws can possibly be beneficial." A low contagious fever, which had

prevailed in Dublin for two months.

hies kept by Mrs. Corcoran, had been twice broken open at night during this

week, and considerable quantities of

corned mutton, salted pork and bacon, stolen from the industrious and meritorious widow. These are the most scandalous acts, Sc we would rather think they were not committed through want, or by

unemployed weaversortheir operatives.

The occurrence of cold in its original veins so near the surface of the earth is regarded as a most auspicious circumstance, affording the greatest encouragement to make extensive excavations, with a capital proportioned to the magnitude ot the enterprize. Near Randolph Court House, the stream gold has recently been found in tlv same gravelU deposite as that of Cabarrus; and the existence of this peculiar !! ratum for some distance along the Carawa) river, indicates that this region is a genuine portion of the Gold Country. The accounts from Constantinople are still of a doubtful character. The city presented a scene of devastation, all the palaces of the grandees hav ing been pillaged.
