The people of the South;ern states are very partial tothispractice, while in the Eastern and Middle states, where it has never been practised, it is looked upon as contemptible. The prejudice in favor of it arises, in our opinion, not so much from the want of 'information in the peoplp, as from a familiarity with the. custom. In the observations which foil ow, it is attributed to the want of information, a knowledge of right and wrong. In those states where the prac
tice has gained ground, so as to be pop
ulnr, we do not find the people devoid of
ihe light of literature ; but on the contrary, it is encouraged and cherished as dearly as in the boasted emporiums of the east. Perhaps it would not be amiss here to mention, that the reveied and much respected James Madison, when a candidate for Congress in Virginia, did not think it disgraceful to address his fellow citiizens from a stamp and call their attention to the important concerns of the nation. This ftct is introduced to show that precedent (or President) is not wanting in support of the practice, whether good or bad. "tCFlt is understood that there will be ftbuc splaking. by one or boh of the Candidates for Congress in this plice, on Saturday next the C2d inst." The above is from a Richmrmd (Ind.") paper and affords an ide3 of the mode oi electioneering in that 'part of the conr.try.
