Y 25, 1 C2C. m w OAzo. -Daring the past week a very considerable rise' in the Ohio river lias taken place; it is now higher by several feet (and still rising) than it has been for six or eight months. Business along the river begins to increase, as the falls can be crossed, by steam boats coming up, without difficulty. A number had arrived at Louisviile during the last two or three weeks, from below, but were unable to get any farther for want of water on the falls. We are in hopes that the arrivals from New Orleans, together with the favorable season for making at home, will bring about a reduction in the price of sugar and molasses. About the Holy-days the demand for these articles was great, but the price (as is always tne case) was in proportion to the demand ; the consequence was, that sweet cakes, jumbles, dough-boys, and other little nick-nacks, which usually deck the Christmas table, were verv scarce. The stockings which had been so carefully darned and hung up in the chimney over night, were returned empty, to the utter dismay of the small folks, who had anxiously awaited the event; and as for ourselves, we have not received a single slice of weddingcake for all the marriages wc have published. Now that sugar is becoming plenty, we hope to be remembered and duly rewarded. But if it shall at any time be found from the report so made, that the income lias exceeded that amount ol clear profit, the Legislature is at liberty to reduce it to eighteen per cent The canal is to be exempt from tax, imposition or assessment, for ten years from the passage of that act If the work authorized bv the act, shall not be commenced within two years from its passage, or satisfactorv assurance given that it will be commenced and completed, then, and in that case, the act of incorporation is to become null and void. But should it be effected, the act is to continue in lull force and virtue, until the year 18G0: at which time, the powers and privileges vested in the company, as a body corporate, are to cease and be at end: only allowing the company time thereafter, to settle up its business The sole and entire right of property, however in the canal, its appurtenances and appendages, with all the property acquired by the company, under the grants of the act, are secured to the stockholders, their heirs and successors forever; except the State shall purchase the same. The canal authorized to be constructed by the company, is to be cut from some company. point in the immediate neighbourhood of Lawrenceburgh, to such place in the county of Wayne, as the board of directors may designate; and from thence to some point on the Wabash River, in the neighbourhood' of Fort Wayne, in the northern part of this state The canal is to be cut not less than forty feet wide at the bottom In effecting this work, the company is authorized by its directors, where possession by agreement with the owner or owners cannot be obtained, for cibly to enter upon, and take possession of any lands, whether under water or not, which may be necessary for that purpose and to make use of any timber, stone or earth that may be wanted for the work; the owner or owners in all cases to find , redress by applving to the circuit court ot the county, hi which such case or cases may have occurred ; which coun is authorized to appoint three disinterested freeholders to appraise and assess the damages; whose descisiou, when accepted by the court, and recorded, shall be final. I have lately been over the dock-yard at Portsmouth, and was surprised to find that there is not building thcae a single ship which could light, on equal terms, with the Yankees; on the contrary, gun-brigs seem building in great number:?, which, incase of war, could not, 1 think, be of great service. God forbid that there should be anv chance for war, but as Jong as we do build ships, we should build those which are calculated to secure to us the naval superiority to which wc aspire. The question respecting the Panama Mission, has insinuated itself into the House of Representatives, and lias, for the time, jostled out of its due place, the orders of tiie day, the Fortification Appropriation Bill. The debate is not, and from the nature of things cannot be. a general one the question which is to form the ground of a debate being in no shape directly presented. Such a debate, cn a mere motion for papers, is unusual; but it goes to show, w hatever apathy exists on the subject in the country generally, that the .embers ol Congress la i are well aware ol its consequence. When it presents itself in a proper shape for enlarged debate, it will probably prove to be the most important question f of the session. Gilio and lady who have lately arrived in Philadelphia. The ship was out 77 days, when she sprung aleak, which increased so rapidly that in a few hours, there were eight feet water in her hold. In this situation she fell in with the schooner Martha, Capt. Dennisson, from New Vork, bound to Baltimore, w ho took otFthe crew and passengers, but was unable to save any part of the cargo. The general had property on board to a considerable amount, which, by this misfortune, has been totally lost, not having been insured. He speaks in the highest terms of the kind and humane conduct of Capt. Dennisson. who, it is but'justice to state, refused to receive any remuneration for the services rendered by him.
