Theresa Garner, principal at School 21, said parents were angry with White when he visited the school recently in an effort to discuss the proposal. But she added that because IPS is trying to trim its budget, it is unlikely that the school would have received needed repairs on a timely basis. “In the long run it was probably the best thing for the district to do, but in terms of the children I hate that they’re not going to be with us,” Garner stated. “We (teachers) could easily walk out of this building, but being apart from the children is going to be difficult. We have some teachers here who have taught generations of students for over 30 years.” Elementary students currently attending Joyce Kilmer School 69 on the Northeastside will be transferred to make room for two alternative

schools, New Beginnings High School and Horizon Middle School. Janet Lewis, who has a son attending School 69, said they enjoyed having a school only three blocks from her home. But next fall her son will be bused to School 54, which is about two miles away. Although that’s not a terribly long distance, Lewis is concerned about students like her son who will have to get acclimated to new schools. “When Dr. White visited our school and explained the plan to us, I began to understand why the district needs to do it,” she said. “But as a parent I must say that it presents another set of inconveniences for us.” Lewis’ main consolation is that many of her son’s friends will also be transferred to 54. Dr. White said he understands the frustration felt by some parents and educators, but emphasized that the changes are being implemented in the best interest of the school system as a whole. He believes the district must be vigilant about every dollar spent to ensure money is “being used wisely,” saying that the students “deserve no less.” “The decision to close a school is never easy, but the factors that contributed to this proposal made it clear that students would be best served by approving this decision,” said White. “The staff at School 21 has done a great job of educating, and we plan to keep the staff intact and relocate them to School 19. The staff of School 69 will find many options available to them as we convert schools 11 and 61 to elementaries and open new schools 51 and 63.” The “new” schools White is referring to are James Russell Lowell School 51 and Wendell Phillips School 63, which are scheduled to open in the Martindale/Brightwood neighborhood on the Eastside and in the Haughville area on the Westside, respectively. The opening of schools 51 and 63 represents a part of the plan that has been welcomed by community leaders and parents who are looking forward to new schools in their area. Olgen Williams, director of the Christamore House, a Haughville based community organization, said parents are excited because there have been charter schools in the area, but the last public school there closed down in 1981 due to district desegregation. “We’re glad to see it reopen and excited about creating a community school atmosphere,” he stated. “Education is the foundation of a community and neighborhood development.” Abu X. Henderson, president of the Martindale Brightwood Neighborhood Association, said the presence of School 51 would enhance the area and offer another option to parents who plan to play an active role in launching the school. But he emphasized that administrators should be careful in implementing any changes, positive or negative. “There’s a lot of things going on in our schools and it would be wise to take our time and make sure we’re doing what’s right for our youth and not hindering them,” he said.
