CLINTON ► Continued from Page 1 crat.” Clinton, who was last in Indianapolis in June for a speech and to sign copies of his book My Life, said the U.S. needs to “build a world with more partners so they can be our friends” as he called for more international cooperation. “We have to celebrate our differences,” he said. Although he called for interdependence with the rest of the world, he said interdependence can have both good and bad aspects. As an example he pointed to the Middle East where Israel and Palestine after years of conflict - which is bad - have made overtures to resolve the conflict - which is good. “We need to build up the positive aspects of interdependence. We need to have shared values where every person counts,” he said. He cited four threats facing the world: • “Corrupt, abusive governments all over the world.” • Terrorism and weapons of mass destruction. • The prevalence of poverty and the hunger, diseases and lack of education resulting from that poverty. • Global warming and the “climate changes that can have cataclysmic results.”

Clinton said he agreed with the invasion of Afghanistan to rid that country of the Taliban and al-Qaeda after the Sept. 11, 2001, terrorists attacks on the U.S. The 42nd president said no matter how we feel about the war in Iraq, the U.S. is there now and needs to stay and help Iraqis as they work to form a democratic country. He pointed out that the U.S. offended many allies by attacking Iraq, but now we can seek help from those allies to aid in developing a new Iraq. “There’s very little we can do alone. I don’t care how powerful you are,” he said. “We need to keep making America better,” he said. And to do that he mentioned a need to find new sources for j obs. One of the specific sources he touted were jobs in clean energy, such as solar power and wind power. Clinton said his presidential library in Arkansas gets about athird of its electricity from the sun. “We created American jobs by buying solar panels that were made in America instead of buying oil that was made in the Middle East.” In homeland security, he called for increased inspections of shipping containers. He said too few were being inspected now and those containers could bring cargo that could do much

harm in this country. The country’s huge deficit also is a major concern, he said. “We need to do something about that.” There are bright spots around the world, he said. The former president pointed out the rise of NGOs globally. Non governmental organizations like the Red Cross and the Bill and Melinda Gates Foundation as well as others “are springing up everywhere,” he said. Clinton also pointed to the rise of the Internet as a tool of political power and a force to be reckoned with. Clinton’s talk was part of Butler’s 150th anniversary and Celebration of Diversity Lecture Series. Former Republican President George H.W. Bush will speak at the university on Thursday, March 2, 2006. The diversity lecture series began 15 years ago as a way to bring Butler and the Indianapolis community together to listen to some of the nation’s most prominent people talk about the issue of race relations. Featured speakers have included such renowned African Americans as Coretta Scott King, Dr. Cornel West, Julian Bond, Toni Morrison, Kweisi Mfume, Harry Belafonte, Maya Angelou, Russell Simmons and Tavis Smiley.

Cliff Wejtalewicz, division director of the Indiana Department of Homeland Security, details what the state is doing to bring more buildings up to earthquake standards as well as prepare residents in the event that an earthquake occurs. “In Indiana we’re making sure that new buildings being constructed are built to the standards of the International Building Code,” said Wejtalewicz. He said that in the event of a major disaster such as an earthquake, great communication between all levels of government would allow a coordinated

and timely response to those in need. “County officials would be the first to assess the situation,” he said. “When they realize that the earthquake goes beyond their ability to respond to the affected area they would contact us at the state level. We would activate our emergency operations center and call other state agencies such as the National Guard, the state police and the Indiana Dept, of Transportation to line up resources. If it goes beyond the state’s ability to respond we would then ask the governor to issue a declaration requesting federal resources to help local personnel respond to the disaster.” While earthquakes, especially ones at would occur along the New Ma-

drid Fault Zone are rare events with low probability; they do have high impacts. “Earthquakes, in contrast to floods and tornadoes can really cause widespread devastation that may extend to five, six, or seven states. The effects on major bridges and so on might make it very difficult for aid to be brought in expeditiously,” said Hamburger. Wejtalewicz says the state’s prepared. “We do everything we can to prepare and we’re always working on and improving our response plans,” he said. “We look at and learn from other events around the country and world to see where we can make ourselves better.”
