INDIANAPOLIS HOUSING AGENCY REQUEST FOR BID COMMUNITY PARKING LOTS VARIOUS LOCATIONS Indianapolis Housing Agency (IHA) is seeking verifiably qualified contractors or combinations of verifiably qualified contractors to submit sealed bids on various community parking lots at Blackburn, Hawthorne, Indiana Ave Sr Community and Twin Hills. Bids will be received at the IHA Administrative Offices, 2nd floor at 1919 N. Meridian Street on October 24, 2005 at 2:00 P.M. local time. Bids will not be accepted after 2:01 PM local time. After receipt, all valid bids will be open and read aloud. A more detailed description of the locations, work and other requirements, provisions, plans, specifications and instructions to bidders, contract forms, bid requirements, insurance, and other documents related to the project will be set forth in the specifications and deemed a part of this notice. A pre-bid conference will be held October 13, 2005 at 1:00 P.M. local time at Twin Hills Community Room, 2210 East 36th Street. Attendance is not mandatory but all prospective vendors are encouraged to attend. Prior to submission of bids, bidders must visit the site and become thoroughly familiar with existing conditions. Submission of bid shall serve as formal acknowledgement that a site visit has occurred. Contact Darren Bost, Construction Contract Monitor, 317-261-7208, for scheduling site visits. At the option of the IHA, bids may be held for a period not to exceed sixty (60) calendar days from the opening of bids. Notice of requirements for affirmative action to ensure equal employment opportunity are set forth in HUD-5370, General Conditions of the Construction Contract and shall be included as part of the bid documents and contract. The contractor's compliance with the executive order and its regulations in 41 CFR Part 60-4 shall be based on its implementation of the equal opportunity clause and specific affirmative action obligations required to meet the goals, and its efforts to meet the goals. The hours for female and minority employment and training must be substantially uniform throughout the length of the Contract, and in each trade, and the contractor shall make good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from contractor to contractor or from project to project for the sole purpose of meeting the contractor's goals shall be a violation of the Contract, the Executive Order and the regulations in 41 CFR Part 6-4. Compliance with the goals will be measured against the total work hours performed. 3. Where applicable, the contractor shall provide written notification to the Director of the Office of Federal Contract Programs within ten (10) working days of award of any construction subcontract in excess of ten thousand ($10,000.00) at any tier for construction work under the Contract resulting from this solicitation. The notification shall list the name, address, and telephone number of the subcontractor; estimated dollar amount of the subcontract; estimated starting and completion dates of the subcontractor; and the geographical area in which the subcontractor is to be performed. 4. As used in this notice, and in the Contract resulting from this solicitation, the “covered area" is Indianapolis, Marion County, Indiana. Prospective bidders are also advised that the project is a “Section 3" covered project as described in 24 CFR 135, which implements Section 3 of the Housing and Urban Development Act of 1968, as amended (“Section 3"). Without limitation of any other applicable affirmative action requirements, the successful bidder and any other subcontractors will also have an obligation to cause the work to be performed to the greatest extent feasible by business concerns located in or owned in substantial part by persons residing in the area of the project (i.e., City of Indianapolis), as those terms are defined in the documents. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low-income persons, particularly persons who are recipients of HUD assistance for housing. The parties to the contract agree to comply with HUD's regulations in 24 CFR Part 13, which implement Section 3. The Section 3 information requirements and regulations are included as part of the bid package and it is the responsibility of the successful bidder to read and comply with all applicable regulations. Bidders are hereby infamed that this project is subject to Davis Bacon Wage Rates and those rates are found in the bid specifications. Non-compliance with HUD’s regulations in 24 CFR part 135 may result in sanctions, termination of this contract for default, and debarment or suspension from future HUD assisted contracts. The successful bidder shall also comply with overall percentage goals established by the City of Indianapolis and the IHA on utilizing the services of Minority/Disadvantaged Business Enterprises and Women Business Enterprises. These goals are a fifteen (15%) minimum utilization for Minority Business Enterprises/Disadvantaged Business Enterprises and a eight (8%) minimum for utilization of Women Business Enterprises. The IHA reserves the right to waive any informalities or irregularities in the bidding and bid documents and to reject any and all bids. Where applicable, and without limitation of such rights, the IHA also reserves the right at any time prior to award to A) Beet to award a Contract(s) for designated work to a contractor for a single bid item and reject combination bids as outlined in the project manual or B) Elect to award a Contract to a contractor for all of the work on the project and reject single bid items. Unless all bids are rejected, and subject to approval by the IHA and its Board of Commissioners and the U.S. Department of Housing and Urban Development (HUD), an award or awards will be made to the lowest responsive and responsible bidder(s) for all work on the project.
