The Indiana Department of Transportation will hold a public hearing on Tuesday September 20, 2005, (at 5:30pm) in the Glendale Library Meeting Room at 6101 North Keystone Avenue in Indianapolis, Indiana.
The purpose of the public hearing is to offer all interested persons an opportunity to comment on current design plans for the proposed improvements to Broad Ripple Avenue from College Avenue to Keystone Avenue. The project is located in the City cf Indianapolis in Marion County. The total project length is about 1.25 mile.
The construction will involve the improvement of the intersections of Broad Ripple Avenue and Primrose Avenue and Evanston Avenue. The intersection of Broad Ripple Avenue and Evanston Avenue will be realigned to eliminate the existing offset intersection. The traffic signals Mil be modernized and missing gaps of sidewalk will be constructed to make the entire corridor pedestrian accessible. Some additional inlet drainage structures will be added to the existing system to continue to perpetuate positive storm drainage from the roadway surface.

The current cost estimate for the project is $1,265,000. There are no antidpated impacts to wetlands.
The tentative timetables for right_of_way acquisition and construction will be discussed during the formal presentation. A public statement session will be offered after the presentation. Any bids received after the designated time will be returned unopened Bids are desired as set forth in the Instructions to Bidders, which is part of the specifications.
Each item shall include all work, labor, and materials necessary to complete the prqect as required and in strict compliance with specifications, therefore, as prepared by A2SO4 Architecture, LLC, 300 South Meridian Street, Suite 250, Indianapolis, Indiana 46225. The successful bidder wll be required to pay laborers, workmen, mechanics and other employees on the work under this contract not less than the prevailing wage for each craft, trade or occupation as established under Indiana State Statutes. A copy of the prevailing wage rate is contained in the specifications.
All provisions of Title VI of the Civil Rights Act of 1964 and Executive Order 11246. as amended by Executive Order 11375, are herewith incorporated by reference, the same as if all of the provisions were completely set out herein. There will be no charge for the first set of Plans and Bid Documents. Additional sets may be obtained for the cost of printing.
All proposals shall be on Form #96 as prescribed by the State Board of Accounts and must be accompanied by Standard Questionnaire and Financial Statement, all as required by the Indiana Statutes, and must be properly and completely executed and shall be accompanied by a properly completed non collusion affidavit. After opening bids, no bid shall be wthdrawn for a period of sixty (60) calendar days, without written consent of the Owner.
All bids shall be accompanied by a bid bond or certified check in the amount of 5% of the contract price, which check shall be made payable to the order of the Indianapolis Airport Authority. Indianapolis, Indiana. Contractors awarded a contract will be required to furnish acceptable surety bonds in the amount of 100% of the contract price. Said performance and material and payment bond shall remain in effect for twelve (12) months after the date of the Owner's final settlement wrfth the Contractor. Should a successful bidder wthdraw his bid or fail to execute a satisfactory contract, within seven (7) days, the Authority may declare the bid deposit forfeited as liquidated damages. A complete set of Bid Documents shall consist erf Mechnical Electrical drawings plus one project manual.
Prospective Prime Bidders may receive up to two (2) complete sets of Buildng Documents, from the office of Circle Desigi Group, Inc. upon receipt of a deposit of S1Q0.00 (one hundred dollars) for each set of bidding documents requested. Prime Bidders is defined as any Electrical Contractor submitting a bid ot the Owner. Bidding Documents will be available for pick-up on August 22,2005 at noon (Local Time).
Deposits wil be refunded in full ot Prime Bidders of Record who submit qualified bids upon return of the Bidding Documents,including attachments of all Addenda issued, in good condition within twenty-one (21) days after bid opening date. Deposfts checks shall be made payable to Circle Design Group, Inc.
Bid Security in the amount of five percent (5%) of the Bid Proposal must accompany each Bid Proposal in accordance with the Instructions to Bidders.
The Trustees reserves the right to accept or reject any Bid and to waive any irregularities in Bidding. Base Bids may be held for a period not to exceed sixty (60) days before awarding Contracts
A Pre-bid Conference will be held for all prospective bidders on August 31, 2005, at 3:00 p.m. local time, in the Informatic and Communications Technology Complex Job Site, 535 West Michigan Street, IUPUI Campus, in the Hunt Construction Meeting Trailer. Access to the site is from Vermont Street.
Work shall begin on or after October 3, 2005 and all work to be completed prior to January 30, 2006.
Should a successful Bidder withdraw his Bid, or fail to execute a satisfactory Contract within ten (10) days after notice of acceptance of his Bid, the Owner may declare the Bid Security forfeited as liquidated damages, not as penalty.
