The joint appointment links the financially oriented Medicaid program with the guality-oriented Department of Health. Monroe has been director of the primary care center and family medicine residency program at St. Vincent Hospitals and Health Services Inc. in Indianapolis since 1992. As the primary care center director, she has been responsible for leading St. Vincent's programs to assist indigent patients at multiple facilities. Free kidney screening The National Kidney Foundation of Indiana, in collaboration with the Minority Health Coalition of Marion County and Health Care Excel, is holding a free screening for high blood pressure, diabetes and kidney disease. The screening will be held at the Julia Carson Government Center at 300 E. Fall Creek Parkway on March 21 from 1 to 5 p.m. To schedule an appointment, call (317) 722-5640. Special event marking MLK assassination Various community leaders will preside over a gathering that will take place on April 4, the same date on which King was assassinated in 1968. The event will come to a close at 6:01 p.m., the time the fatal gunshot was reported to have been fired. The site for the gathering will be Kennedy-King Park at 601 E. 17th St., the same area where Sen. Robert Kennedy delivered a compelling speech encouraging King’s supporters in Indianapolis to honor his peaceful legacy and refrain from committing violent acts of retribution. alternative is for Senate Republicans to toss out the bill and start over from scratch.” Making the news even worse are three recent announcements from the Indiana Department of Education, according to Crawford: • Due to insufficient funding, the Special Education Pre-school Grants will be reduced by $4 million statewide in March. Crawford said these grants help fund educational services offered through the federally-mandated pre-school special education program. Under this change, Indianapolis Public Schools will lose more than $140,000. • Charter schools have overspent their statewide spending cap by more than $60,000, which will result in a reduction of funding by nearly $15 for each charter school student. • The tuition support deficiency, originally estimated at $ 52 million for 2004-05, has been revised upward to $58 million. By failing to provide the funding that had been promised to school corporations, Crawford said legislators are forcing local school officials to come up with their own means to fund these deficiencies, which can mean program cuts, tax increases or both. “What we are starting to see are a series of items that are beginning to add up to a fiscal crisis that will roll back many of the gains that have taken place in our state in areas like education and health care,” Crawford said. “This budget is providing financial death through a thousand paper cuts, and I do not see how the patient can be revived without major assistance.”
