The IHA will receive seeled proposals from qualified companies or combinations of qualified companies for theprovieions of video security systems to the residental senior communites of the IHA. Proposals vvill be received at the IHA Administratve Ofices, at 1919 N. Meridian Street Indianapolis, IN 46204 on January 14. 2005 until 1:00 PM local time. Proposals will not be accepted from 1 .-01 PM. Faxed or e-mail copies will not be accepted. The proposals will not be publicly opened or read aloud. Friday, December 31.2004 is an Agency Holiday. A more detailed description of the work and other requirements, provisions, spedlications and inslmctions to responders, contract form, RFP requirements, Insurance, and other supporting document related to the project will be set forth in the proposal and deemed a part of this notice and are available on the IHA web at, scroll through to "Bidding Opportunities..” There will be a pre-proposal conference at the IHA offices at 1819 North Meridian, basement conference room, on January 6, 2005 at 10 AM, local time. Prospective responders are also advised that the IHA and the RFP is a "Section 3" covered project as described in 24 CFR 135, which implements Section 3 of Ihe Housing and Urban Development Act of 1068, as amended ("Section 1). Without limitation of any other applicable affirmative action requirements, the successful bidder and any other subcontractors, such as but not limited to. delivery, assembly and provision of raw materials, will also have an obligation to cause Ihe work to be performed, to the greatest extent feasible, by business concerns located in or owned in substantial part by persons residing in the area of the project (i.e., City of Indianapolis), as those terms are defined in the documents. The employment of individuals residing in the communities or neighborhoods in which the project is located is considered an integral part of the Section 3 requirement Admission(s) to apprenticeship programs may also be considered as a felfillment of The Section 3 requirement. The Indianapolis Housing Agency reserves flhe right to waive any minor informalities, or iiregularities in the RFP and RFP documents and to reject any and all responses. Lateness of response is not considered a minor informality. Unless all responses are rejected, and subject to approval by the IHA, the IHA Board of Commissioners and the U.S. Department of Houstig and Urban Development (HUD), an award or awards will be made to the most responsive and responsible responder fc>r all services.
