(AP) — The restoration of the Central Library’in Indianapolis is nearly complete, but work on the six-story addition hinges on an investigation into construction problems with the $102.7 million project. Construction on the addition was postponed earlier this year after football-size holes were discovered in the supports for the two level underground garage on which the addition will be built. Officials had expected the library to reopen in 2006 until the flaws were found.
While workers began making the first repairs to the supports last week, Colleen Obergfell, the library’s project manager, said that an investigation is ongoing into the extent of the flaws. Special focus is being given to columns and beams that will support the addition, Obergfell said. Work on the steel framework for the addition can start after fixes to the 400-car garage are finished. Once the framework for the addition is encased, completing the library expansion’s interior
will take about a year. Moving books from their temporary quarters at the old Indiana State Museum Building will take another couple of months. The restoration and renovation of the existing building is about 93 percent complete, Obergfell said. That work has included touch-ups to the library’s painted canvas and plaster ceiling, sending2,000-pound chandeliers to New' York City for restoration, and adding newlighting in some of the bookshelves area.

The new rule is exp)ected to decrease deliberation times. “After a couple weeks, you start to forget things,” Yelton said. “To allow jurors to discuss testimonies when it’s most fresh in their minds, I think helps the juror fully understand.” The new law, which applies to both civil and criminal cases, is a blueprint of Arizona’s 1997 jurychanges. Chief Justice Randall Shepard of the Indiana Supreme Court requested necessary changes to the Hoosier state’s juries. “For two years, our committee dissected jury issues in Indiana,” said Yelton. “We decided not to take Arizona’s finding and rubber stamp it, but we would look at Indiana individually.” Other Indiana jury issues were presented to the Indiana Supreme Court but were not adopted. Provisions to be excused from jury duty was a headliner. Currently, ferrymen, Indianapolis School Board members, dentists and veterinarians are excluded from jury duty. “Mostoftheseexemptionscame in around 1880 to 1900 they were professions that were vital to the community at the time,” Yelton said. “That no longer exists.” Also the Indiana Judicial Conference would like to see a nonunanimous verdict in civil cases. Several neighboring states have a sbe-person jury and will accept a 51 verdict, but in Indiana a 6-0 verdict is required. But Yelton said his committee will revisit these juror issues in the future.
