By Maktbra M. Anderson WASHINGTON (NNPA) - “You’ve Got Mail!” Those three words signal to millions of Americans that a new e-mail message has arrived in their computer’s mailbox. But when those words appeared on computer screens recently, it wasn’t a routine notification. Shock, fear and anger overcame more than 600,000 young people when they opened the message and saw bold, red ink: “YOU HAVE BEEN DRAFTED.” That message, appearing on a sample draft card, is a part of Rock the Vote’s “Draft Your Friend" Internet campaign designed to raise awareness about the possible reinstatement of the military draft. Rock the Vote has captured the minds of young voters with artists such as Mary J Blige, LL Cool J, Nas, No Doubt and Destinys Child since 1990. The non-parti-san group has registered more than 1.3 million people to vote this year. However, Republican National Committee (RNC) chairman Ed Gillespie is not amused by the clever Internet campaign. In a letter to Rock the Vote President Jehmu Greene, the RNC chairman says, “It has been brought to the attention of the Republican National Committee ...that your organization is sponsoring and promoting a false and misleading Internet campaign designed to scare America’s youth into believing that they may be drafted to serve in the military.” The letter continues, “.. .your Rock the Vote ‘ Draft You r Friends’ campaign is being conducted with malicious intent and a reckless disregard for the truth.” Jay Strell, communications director for Rock the Vote, vows not to be intimidated. “We are raising awareness about an issue urging law makers to engage young people with the facts,” he says. “Our feeling is nobody wants to have a draft, but it doesn’t mean we shouldn’t have a discussion about it. We have the right to do that.”
The draft has served as a backup system to provide manpower to the U.S. Armed Forces for more than 50 years. President Franklin Roosevelt signed the Selective Training and Service Act of 1940, which created the country’s first peacetime draft and formally established the Selective Service System as an independent federal agency. The last time the U.S. used the draft was during the Vietnam War. More than 1.7 million men between the ages of 18 and 25 were drafted—it was a conflict that claimed 58,000 U.S. lives between 1964 and 1975. “The group we reach are between 18 and 30. This is a generation that will have to serve if the draft is reinstated,” Strell says. “We don’t want any more answers based on empty promises. We’re saying it’s time to have open and honest dialogue about the state of this country.” President Bush has repeatedly said there are no plans to reinstate the draft. Kerry has accused Bush of conducting a “back door draft,” calling up the National Guard and the reserves to perform regular military duties. “No, we’re not going—we don’t need the draft,” Bush said in one speech. “Look, the all-volunteer Army is working.” But Greene is not reassured. “Just because President Bush, Vice President Cheney and Secretary [Donald] Rumsfeld, and for that matter Senator Kerry, say that there is not going to be a draft does not make it so,” she replied in a letter to Gillespie, the GOP head. “Just because Congress holds a transparently phony vote against the draft does not mean there isn’t going to be one.” In 2003, Congressman Rangel (D-N.Y.) introduced a bill to reestablish the draft. The bill was created to “provide for the common defense by requiring that all young persons in the United States, including women, perform a period of military service or a period of civilian service in furtherance of the national defense and homeland security and for other purposes.”
