Some citizens, even in editorials written to The Recorder, complained bitterly about lingering unemployment and unfair political patronage at license branches. In addition, as state Rep. Charlie Brown (D-Gary) noted, his city' did not seem to benefit much from Orr’s reforms in the 1980s. “Much of the Republican agenda was not helpful to the city of Gary when we faced the loss of many jobs at the steel mills,” Brown said. “But I never blamed Gov. Orr personally for this. He was a wonderful individual, and I’m keeping his family in my prayers.” Indeed, Orr was credited as someone who could work well

with both Democrats and Republicans. “Gov. Orr was a ded icated public servant, who spent his entire life working on behalf of fellow Hoosiers,” said former governor and now-U.S. Sen. Evan Bayh, a Democrat. In addition, Orr has been remembered as a moderate Republican who “got along well” with the Black community, in the style of former Indianapolis Mayor William Hudnut. “He was a very kind and genteel man,” said U.S. Rep. Julia Carson (D-Ind.) who, along with Brown, was present as a state senator when Orr signed into law a bill that made Martin Luther King Jr.’s birthday a state holiday in 1986. “In fact I don’t remember him ever raising his voice. Although we were of different political persuasions we always seemed to be able to work well together.” During his first campaign for governor in 1980, Orr actively campaigned in the Black community and his aides- marketed to Black media outlets. “Blacks in Indiana have fared better under our administration than any other in our state’s history,” Orr stated as a lieutenant governor during a Frederick Douglass dinner in Indianapolis. “We have made the Indiana Office of Minority Business Development a permanent part of state government.” His supporters credited Orr with placing Blacks in several prominent state government positions, including Clarence Broadus as director of the Indiana Energy Department and William T. Ray as director of the Department of Financial Institutions. “This doesn’t sound like anything exotic, but this job gave a Black man more authority in the state than before,” said Ray. “My task was to regulate all of the state chartered banks, commercial loan companies and savings and loans firms and do anything to keep banks from going bad. I would put Orr near the top of the list of governors who supported advancements in civil rights.
