Protections for Concerned Clergy supports at-large defibrillator City-County Council candidates

users nearing final OK Special to Tha Recorder Medical personnel across Indiana are on the verge of receiving additional protections when they use defibrillators to help heart attack victims, thanks to the efforts of state Rep. Carolene Mays, D-Indianapolis, and other lawmakers. Indiana House members this week approved Senate Bill 363, legislation sponsored by Mays that would grant civil immunity to licensed physicians and instructors who help train those people who use an automatic external defibrillator (AED) to provide emergency care. “AEDs are becoming more commonly used by medical personnel as a means of providing an electric shock that can help restore a heart’s natural rhythm,” Mays said. “It has proven to be a highly effective tool to assist someone who has just suffered a heart attack. “Indiana presently provides immunity from civil liability for certified first responders who use a defibrillator on an emergency patient, as long as there is no evidence of negligence or willful misconduct,” she continued. “However, state laws do not cover those people who provide the training for responders and EMTs. It is our hope to fill that gap in state law with this legislation.” Senate Bill 363 closely mirrors House Bill 1271, legislation authored by Mays that received overwhelming support from state representatives earlier this session. The House version still is awaiting a hearing in the Senate. “Since this proposal has received the strong endorsement from both the Indiana House and Senate, I am very confident that we will be able to send this legislation along to the governor for his approval before the end of the 2003 legislative session,” Mays said. “This proposal will help save lives by protecting those medical personnel and good Samaritans who want to help heart attack victims,” she concluded. Senate Bill 363 now returns to the Senate for concurrence with changes made in the House. The measure is authored by state Sen. Brandt Hershman, R-Monticello.

Indianapolis civil rights organization, Concerned Clergy, has expressed its support of four candidates for Marion County City-County Council at-large: Rozelle Boyd, Lonnel] “King Ro” Conley, Ron Gibson and Joanne Sanders. The Marion County Democratic Party slated all four last week. “The three incumbent councilors - Councilors Conley, Gibson and Sanders - have been doing a good job for the people of the county for four years. Now we are pleased that all of Marion County’s voters will be given a chance to vote for Rozelle Boyd,” said Rev. C.V. Jetter, president and founding member of Concerned Clergy. New council districts drawn by the Indiana Supreme Court last month led to Boyd, a member of the council for over 35 years and its Minority Leader, declaring himself an at-large candidate. The Concerned Clergy had previously endorsed the three incumbent at-large can-

Concerned Clergy’s members have marched against segregation with Dr. Martin Luther King, led beycotts of discriminatory businesses, served food for the hungry and provided shelter to the homeless. The organization has participated in sevjeral voter registration campaigns and get-out-the-vote efforts, and is particularly involved in affordable housing and civil rights advocacy.
