Kidstop provides affordable day care
By OSEYE T. BOYD Staff Writer Janice Russell knows many parents struggle with day care affordability in the Martindale/ Brightwood area. She also knows when you can’t afford high-priced day-cares many times you get what you pay for—substandard care to coincide with substandard rates. Instead of lamenting about the situation, Russell did something about it. She opened Kidstop Child Care Inc., a nonprofit day-care center. “The Lord gave me a vision for it. This was something he wanted done for the community,” Russell said. “A lot of mothers can’t afford to take on the market rate. Even though Daybreak pays a substantial amount for child care, a lot of the other for-profit day-cares have higher rates and they request parents pay an additional amount.” The vision she received was to help lowincome and disadvantaged parents by considerably reducing the rates charged for child care. “Most of my mothers have four and five children, plus they’re working in jobs (where) they’re barely even making ends meet. A lot of them are in (public) housing communities. It’s just rough, and they can’t afford to pay the prices,” she said. To keep the doors of a non-profit day-care open, Kidstop receives help from places such as Lighthouse Ministries, Gleaners Food Bank, churches and other social service organizations. Any money received from parents and Daybreak goes right back into the day-care. Russell is no stranger to working with kids. She was an IPS police officer for over 20 years, and she worked part time at the Boys and Girls Club for 10 years. Living in the area and seeing firsthand the different situations many children were going through gave Russell the impetus to provide neighborhood children with a safe place.

Kidstop, which opened in 1995, is located at 2310 E. 30th St. The day-care center houses preschool and before and after school care children and is adjoined to the Wheeler Boys and Girls Club. An infant and toddler house is located at 2801 Brouse Ave. Currently, the day-care center is open from 6 a.m. to 6 p.m. Monday through Friday, but Russell has plans to move to 24 hours a day and provide some services for families this year. (That way) parents won’t have to go out and seek elsewhere way out in the boondocks for something that we might be able to help them (receive),” she said. Accommodating anything in the community also includes helping adults without children, Russell say s. “I guess if you come through our door, you’re not going to go out empty handed even if it’s not a family. If it’s just a homeless person period, when they come through our door they’re not going to go without. I’ve even had adults come in here and seniors. We’ve got a food pantry, not anything fantastic, not anything to write home about, but we can feed people when they come up here and need some kind of help,” she said. ersof The Recorder exactly what is taking place with this resolution for redistricting. Is it my understanding that you’re passing a new resolution to reassign precincts in the seven districts that make up Marion County? A: What we voted on tonight was the redistricting. What we did by law was that we filed the map for the Advisory Board, we have a seven member advisory board in Center Township. We redid their district maps like the state legislatures have to, the Congress people had to, but we also had to do it for the Advisory Board members, for our seven members. We submitted our maps to the state as redone per the census numbers etc. Well in the meantime the city was also working on precincts, so what we did tonight to accommodate the maps that the city has drawn was to re-approve a map so that we won’t run into a problem where we will have our members crossing precincts to get re-elected. We actually accommodated the city by re-voting on a new map that will also help our members and to make sure that our members won’t have to cross precincts once they ’ re on the ballot in two more years. It actually wasn’t a problem, we just wanted them to understand we had to move sofne more and redo the map agairfj You al.sodi.seussed the Center Township Trustee’s Office Utility Assistance Program that gives aid and assistance to individuals in need. What exactly did you conclude tonight and how does it relate to the citizens of Marion County? A: This was just an issue that after Sept. 11 we had a board meeting to make sure that we at Center Township were doing, or are doing all that we can be doing to help individuals especially because of the big tragedy that happened. . We assured our board tonight with the figures we have provided, to show them that our numbers (people assisted by the program) have not increased. As I mentioned, in 2000 from
Sept. 1 through Dec. 31, we actually had roughly around 30 more individuals in the office for assistance in that period of time in 2000 than we had in 2001. Although we spent more money in 2001, we haven’thad more individualscome in. The economy has changed but it has not impacted Center Township as of yet, or should I say the people that we serve in Center Township. I’m sure there are people in Center Township that have been impacted, but they don’t meet our guidelines at this time because they have other resources available to them. They may have bank accounts and savings accounts or unemployment and things of that nature that they have not exhausted and then they would qualify for the assistance that we provide. Where do the funds that are used to pay this money, come from? A: That is approved each year by our seven member board. We present our budget to them and they approve our budget. I think last year it was around roughly S14 million or $ 15 million and then we figure for each category that is pulled out for utilities and shelter, operating costs, administrative fees and things of that nature. We did a gas program last year where we had allocated $500,000 out of our general fund just for the gas program alone when the gas prices went up and everyone was having a hard time, we had allocated those resources just for gas. We have the money there and then when needed we can get creative and try to make sure we can reach out to all individuals in Center Township. The figures provided by the board for the assistance program show that there has been a steady increase in the funds that have been awarded to the public since 1999. Total money awarded by the program has roqghly doubled each yearforall utilities across the board with December costing the program the least amount to be paid out for assistance to individuals.
