$18.4 million in substance abuse treatment funds awarded The Substance Abuse and Mental Health Services Administration’s (SAMHSA) CenterforSubstance AbuseTreatment has awarded $18.4 million dollars to support 43 grants to expand substance abuse treatment and HIV/AIDS services in Afri-can-American, Hispanic/Latino and other racial or ethnic minority communities impacted by the twin epidemics of substance abuse and HIV/AIDS. The grants are designed to address gaps in services by increasing substance abuse treatment and HIV/AIDS-related services. Awardees are government jurisdictions and community based organizations that have a proven record of reaching and serving hardcore, chronic drug users and their sex or needle-sharing partners.

“SAMHSA is committed to stopping the spread of HFV/AIDS through injection drug use and risky behaviors related to alcohol and non-injection drug abuse,” SAMHSA administrator Nelba Chavez said. “This program will give additional support to minority communities that have been combating the twin epidemics of drug abuse and HIV/AIDS,” Chavez said. “These new funds will help reach people in need of substance abuse treatment and link them to appropriate and culturally relevant services.” Explained CSAT director H. Westley Clark: “For too long the AIDS treatment community and the substance abuse treatment community have looked upon each other as addressing separate problems. “The goal of this initiative is to demonstrate that outreach to substance abusers, particularly injecting drug users, can reduce their risk for acquiring or transmitting HIV.” Clinton increases opportunities, access for disadvantaged businesses President Clinton recently signed an executive order to increase access to federal contracts for disadvantaged businesses, a major factor in the growth of Black economic wealth since desegregation. Kinshasa says Eyadema ready to mediate DRC conflict KINSHASA, DR Congo (PANA) — Togolese President Gnassingbe Eyadema has agreed to mediate in the conflict in the Democratic Republic of Congo following, a request by President Laurent Kabila, the ministry of communication in Kinshasa said in a statement. Kabila sent communication minister Sakombi Inongo to Lome with a special message to Eyadema, who is also current OAU chairman, requesting him to get further involved in the Congolese crisis. The crisis broke out Aug. 2, 1998, after a segment of the army rebelled in the eastern and western parts of Congo. The insurrection supported by Rwanda, Uganda and Burundi, rapidly turned into a rebellion aimed at overthrowing Kabila’s government. In their fight against the rebel forces and their allies, Zimbabwe, Namibia and Angola militarily support the loyalists. The former president of Botswana, Ketumile Masire, was appointed as “facilitator” in the inter-Congolese dialogue. But Kabila has rejected him, accusing him of impartiality. The Lusaka peace accord on the DRC has remained unimplemented, culminating into repeated violations of the ceasefire.
