Center releases report on Blacks and Democratic National Convention WASHINGTON — The Joint Center for Political and Economic Studies recently released its quadrennial convention I report, entitled “Blacks and the 2000 Democratic National Convention.” A similar report on I Blacks and the 2000 Republican National Convention was Released in July. _ - In this second report, author Jpavid A. Bositis, the center’s senior research associate, examines the participation of African Americans in the Democratic Party and, in this year’s convention in Los Ange- , les, Black trends in partisanship ,and voting, and Black voters’ , attitudes on key public policy .jissues. ■ “This report clearly demonstrates the importance of the ,Black vote for the Democratic .jParty,” said Joint Center president Eddie N. Williams. “If current conjectures about Ralph | Nader siphoning off votes from n Vjce President Gore hold true in November, African-American ,.voters will be an invaluable ,political ally because they are less likely than other voting blocs to support third party I candidates.” Black delegates comprised .20.1 percent (872) of the deli egates who attended this year’s Democratic National Convention. This year’s attendance was about the same as that of 1996 . and slightly higher than in 1992 when Black delegates accounted for 17.9 percent. Compared to the Republican National Convention, more African Americans are involved in managing the Democratic convention and platform. Prominent Black Democrats participating in this , year’s convention included convention co-chairs Lois.* DeBerry, a Tennessee state r representative, and Wellington Webb, mayor of Denver, as well as platform committee co-chair | Sharon Sayles Belton, mayor of Minneapolis. Joint Center national surveys conducted since the last presidential election show that 80 percent of African Americans , identify themselves as Democrats. While only 60 percent of 18-to 25-year-old African Americans identified themselves - this way, diminished support has not translated into increased support for the Republican Party, as those not identifying themselves as Democrats have tended to identify themselves as independents. The Joint Center for Political and Economic Studies, a nonpartisan, nonprofit organization, [ conducts research and analyses on public policy issues of concern to African Americans and other minorities, and promotes their involvement in the governance process. )— New MasterCard 1 technology allows cashbased access to electronic finance WASHINGTON (NNPA) — A partnership between Revelation America, a technology company, and Western Union Financial Services, one of the nation’s oldest wire services, unveiled a new co-branded .MasterCard in July that will Aallow individuals currently J) without bank or credit cards access to basic financial services. Memphis First Community Bank, a minority-owned bank in .Memphis, Tenn., will act as the principal issuer of the card. With the card, individuals will ,be able to pay for gas, groceries, [hotels and other goods and services offline and online at .[MasterCard's 18 million-plus ' locations and thousands of I ATMs. ;. “Our goal with this card is to provide access to electronic banking services, the Internet and other transactions at reasonable rates,” says John Lowery, executive vice president of • Revelation America. “The card • itpresents a revolution in personal finance.”
