nership along with cooperative efforts of local banks and AfricanAmerican churches which publicized opportunities in homeownership in the traditional “inner city” of Indianapolis. The result of these initiatives has been a slow, steady increase in new Black homeowners in Center Township, with 1997 being the township’s best year in attracting new African-American homeowners. Washington Township, which for most of the 1970s and 1980s was the top area for new Black homeownership, dropped to fourth place with 260 new Black homeowners in 1997.
Wayne Township on the city’s westside and Warren Township on the city’s eastside are both showing increasing growth in Black homeownership. Wayne recorded 211 new Black homeowners and Warren garnered 205 new Black owners during 1997. The city’s three southern townships continue to lag far behind in Black homeownership, Together, Franklin, Perry and Decatur Townships recorded 21 new Black homeowners in 1997. While that’s the most ever for the city’s southern third, it’s less than half the number of new Black homeowners in Hamilton County (48).

African-Americans are fueling the growth of America’s 12th largest city - Indianapolis, according to the final Census Bureau estimates to be produced before the taking of the official 2000 Census.

Census estimates released this week (September 15th), reported that the Black population of Indianapolis/Marion County was 193,504 as of July 1, 1998. Within the nine county Indianapolis metropolitan area Black population was 208,081. The city’s population is 813,405. Overall metro population is 1,519,194. Two years before the 2000 Census, the state of Indiana has nearly a half million AfricanAmerican residents. The Census estimates report 490,626 Blacks in the Hoosier State as of last year out of 5.9 million people. Nationally, the Census Bureau estimates there were 34.4 million

Black population live in the nine county Indianapolis metro area with 39 percent of the state’s Black population living within the city of Indianapolis. These Census estimates document that 8.3 percent of Indiana is African-American.

If our Black community continues to expand at a rate greater than the national average, the Indianapolis Black commu- 1 nity could gain additional seats in the Indiana General Assembly and on the City County Council. The 2000 Census will be
conducted by mail with followup visits by Census takers if households don’t return their
Census forms. In 1990 Indianapolis had the best cooperation rate of any African-American community in the country. Billions of dollars in federal aid and assistance
