The operation delayed Iraq’s development of ballistic missiles by at least a year, Cohen said. It also made it harder for Baghdad to use chemical or biological weapons against its neighbors; “severely damaged” the Iraqi military’s communications systems, and diminished Iraq’s ability to safeguard its weapons of mass destruction program. Should Iraq again threaten its neighbors, “We’re prepared to act,” Cohen said. Iraq’s refusal to cooperate fully with the U.S. inspectors searching for weapons of mass destruction prompted the United States and Britain to attack last week. President Clinton declared a halt to the effort Saturday evening. Zinni said that overall. Operation Desert Fox involved more than 30,000 troops directly, and 10,000 more who provided support from bases around the
world.
In addition, forces flew over 600 sorties in four days. More

Queried about defiant statements out of Baghdad that Iraq was victorious, Zinni said, “I think our friends in the region and others clearly look at what happened to Iraq and realize that Saddam... suffered a defeat.” He scoffed at charges by Iraqi officials that the campaign had targeted civilians, as well as <
schools and hospitals.
“We absolutely do not target those types of things,” he said. Iraqi officials said Monday that the airstrikes killed 62 soldiers. They claimed the civilian causalities were “much, much higher” but refused to give details. Zinni, however, said he had no idea how many Iraqis
may have been killed.
“We are not in the business of
body counting,” he said.
Asked if he had ordered a halt to any of the troops being dispatched to the region, Zinni said he was completing a report
on the matter for Cohen.
The force in the Gulf region remains some 20,000 strong. Zinni did not say how long he’d keep two aircraft carriers there to
keep watch over Iraq.
