Rep. James Ctyburn will chair CBC Rep. James Clyburn, from South Carolina, was chosen on Nov. 17 to chair the 38-member Congressional Black Caucus (CBC) in the 106th Congress. At 38, Clyburn is the first Black representative from the state. He is also the first southerner to head the CBC. Clyburn succeeds Rep. Maxine Waters of California. United Methodist Church starts $4M scholarship program The United Methodist (U.M.) Office of Loans and Scholarships will begin a four-year $4 million scholarship program Jan. 1,1999 for U.M. students attending any regionally accredited academic institution in the United States. The Gift of Hope: 21st Century Scholars program, approved by the Board of Higher Education and Ministry at the annual meeting, will grant $1 million a year from 1999 to 2003, to 1000 U.M. students. “We are excited that this board has authorized this new program,” said Angella Current, staff executive in scholarship office. “The vision of the early Methodists who started providing financial support to students through the establishment of the Student Loan Fund in the 1800s ... continues to be fiil-

Citizens campaigning to retire Judge in Lenard Clark case Some Chicago citizens have recently begun a campaign to retire Cook County Circuit Judge Daniel Michael Locallo, who presided over the Lenard Clark case. He is accused of handing down light sentences to 19-year-old Victor Jassas and 21 -year-old Michael Kwidzinski, two of the three white teens accused in the 1997 beating. The campaign is being spearheaded by Frank Caruso Sr., father of Frank Caruso Jr., who was sentenced to eight years in prison with two years probation for his part in the incident. “I’m working with Camso and others to pass out these [antiLocallo] flyers,” said Wallace “Gator” Bradley, a Chicago activist. “Locallo did not decide the right decision. He should have given the other two the same time.” Clark was severely assaulted by the three males after he rode his bike through a Chicago neighborhood.

Uncertain prospects for African economic growth

The World Bank says the current global economic crisis will halt Africa’s growth although the continent can survive by pursuing sound policies and expanding trade. . “Early estimates suggest Africa will see growth slow, but by no means collapse. In short, Africa can continue on its road to renaissance if it stays on course and if its partners do not let die crises elsewhere divert all our attention and resources,” said Calisto Madavo, the bank’s vice-president for Africa, in his address to the second Tokyo International Conference on African Development. The three-day conference, which grouped 13 African nations, 69 other countries and 42 international organizations, endorsed an agenda of action aimed at reducing the number of Africa’s poor by the year 2015. Tokyo also pledged $776 million in aid to Africa, mostly through grants for education and health facilities. Madavo said the East Asian and Russian economic crises and political troubles in Africa, pointed to a new period of uncertainty that was likely to slow African growth. With respect to capital flows, he said, Africa’s isolation would protect it from a major
impact.
The good news, he added, was that the World Bank expected no African currency crisis to parallel the Asian crisis, but the bad news was that this in itself reflected the degree of Africa’s marginalization. “Annual growth of 3.8 percent is still likely but since that barely exceeds population growth, per capita growth will be very slow and limit the space far tackling poverty,” he said.

Assassination attempt on Sudanese leader The leader of the Sudanese Peoples Liberation Army (SPLA), Col. John Garang, recently escaped an assassination attempt while at his Nairobi residence, the Daily Nation
reported.
The article said the SPLA leader’s home — in the posh l Lavington area — was attacked by supporters of his rival, Maj.Gen. Kerobino Kuanyin Bol. The attack left one man dead and several wounded.
