of the State Appeals and Tax Courts. For the first time, two African Americans are seeking judicial retention. They are Justice Myra Selby, the first African American on the State Supreme Court, and Judge Carr Darden, who serves on the Court of Appeals. Voters should cast a resounding “Yes” vote to retain these qualified jurists. Also at the top right of your voting machine are two amendments to Indiana’s Constitution. One, “Public Question 1,” should be given a resounding “Yes” by every African American voter. It would allow Hoosier voters who move within 30 days of an election to continue voting in their previous precinct. Here in Marion County, the only really contested race is for Marion County Prosecutor, where incumbent Republican Scott Newman is in a tight race against an aggressive Democratic challenger Joe Champion. First-term Sheriff Jack Cottey is expected to coast to an easy victory over Democrat Geoige Kemp and Libertarian Ted Sputh. The city’s four African American State Representatives; Mae Dickinson in District 95, Greg Porter in District 96, Bill Crawford in District 98 and Vaness^ Summers in District 99, face token Republican and Libertarian opposition. Trustees, constables, assessors and small claims judges will be elected in all nine Marion County Townships. Center Township Trustee incumbent Democratic Carl Drummer, named after the resignation of Julia Carson, faces token GOP opposition in his effort for a full four-year term. Also facing token opposition is Center Township Constable incumbent Democratic Tony Duncan. North of 38th Street is Washington Township, an area that local demographic firm ACB Data Consulting estimates is now 27 percent Black. Here, four African American Democrats are seeking to endy»ara.'of Republican heyemony bVer Washington Township affairs. Trustee candidate Ron Gibson, an energetic African American running against incumbent GOP Trustee Gwendolyn Horth and Libertarian Robert Shuford, leads the Democratic Washington Township team. The other Black Democrats running for Washington Township offices include Keith Smith running for Washington Township Assessor, Larry Thomas running for Constable and Linda Brown running for Small Claims Court. On the county’s northeast side, African American attorney and pro-tern Judge Judy HawleyConley has been running an informed and aggressive campaign to be the first African American elected to Lawrence Township government. Conley, a capable, competent attorney, is running for Lawrence Township Small Claims Judge against Republican Terry Hirsch. If elected, Conley would be the first Black elected to a post in Lawrence Township, an area ACB that Data Consulting estimates is currently 28 percent Black. Black voters in fast-growing Pike Township, a township that’s currently 26 percent Black, could be the key factor in Democntts taking a legislative seat from Republicans. Democrat Jeb Bardon is running hard against conservative Republican incumbent State Representative Candy Marendt. If Black voters in middle class neighborhoods of Pike and Washington Townships turj out, Bardon could score an upset win! Kenyon to Family Development Services at 5950 E. 23rd. Washington Township Precincts 13 and 96 moved from Pleasant View Lutheran Church to Westlane Middle School, 1301 W. 73rd. Hutu refugees being recruited BRAZZAVILLE (IPS) — Hundred^ of Hutus, who fled Rwanda after the 1994 genocide, have been recruited by the Democratic Republic of Congo (DRC) to help fight rebels east of the country, according to Judith Kumin, spokesperson for the U.N. High Commissioner for Refugees (UNHCR) in Brazzaville. The refugees deserted the Kintele camp for the DRC capital, Kinshasa, where they enlisted in the Congolese Armed Forces (FAC). The Kintele refugees were among hundreds of thousands of people from Rwanda’s Hutu majority who ran to the east of Zaire (now DRC) in July 1994 after Rtoandan Patriotic Front (RPF) rebels overthrew an extremist regime in Kigali. — Lyne Mikangou
