The proposed Mentor-Protege Program will offer firms in their early years ofparticipationadiance to pair with older 8(a) businesses or firms that have already successfully completed the program. Among the new benefits are rules permitting expanded capital investments and joint-venturing opportunities so teams can compete for larger contracu. A one-year commitment would be required from a mentor to avoid potential abuse and a prot^e firm will always have the option of terminating an unproductive relationship. A provision that will have a pronounced impact on 8(a)s and odier small businesses has to do with changes in affiliation rules, or socalled 'teaming arrangements.* Under current regulations, if the total combined revenues or total employee count of a newly-fotmed team exceeds the standard for what the SBA calculates as a‘small business, ’ that new team cannot qualify for a contract reserved for small businesses. Under the proposed regulations, as long as all the individual members of a team qualify as small, then the new grouping will also be considered small. This provision is seen as a way for small firms to band together to secure laiger.more challenging prime contracts, thereby reducing die effect of contract bundling. Bundling is when several small contracts are lumped together, which limits small business participation. An additional provision will, for the first time, allow franchise operators to apply for 8(a) status. Another provision permits greater flexibility for Alaskan Native Corporatiutis and Native American tribes to own and develop 8(a) firms. TheSBA , s8(a)program, named for a section of the Small Business Act, is a business development initiative that helps socially and economically disadvantaged American citizens gain access to the economic mainstream. Many of the participating firms are minorityowned businesses. In fiscal year 1996, die program accounted for about $6 billion in federal contracting. Through the 8(a) program, the SBA has enhanced the viability of thousands of firms, helping them provide employment to more than 150,000 American woricers. Hie program generates subcontracting opportunities for other businesses and additional customers for the nation’s suppliers.
