Ironically, Mrs. Spurlock says she is pleased by the enormous increase in cases filed with the EEOC since its inception-from 78 in 197b to

Persons also are becoming more sophisticated, and less fearful, in filing discrimination charges, she

added.

Mrs. Spurlock said the addition of 11 staff attorneys to the agency was “the high point of my career,** because it “gave us some teeth.’
