Another black on council?
With a Democratic City Council seat up for grabs, two of the city's better known blacks have emerged as poss ible contenders. Mentioned so far have been Pat Brown, a School HI instructor and Ind. ianapolis Education Association president, and Rev. Landrum Shields Witherspoon Pres byterian Church pastor. A few years ago. Shields distinquished himself by bee oming the first black Indiana polis School Board president. The possibility of either taking a council seat hinges on the fact Jeffrey Simon, an at large councilman, is resign mg.
