She was employed five years as a housekeeper at the Presbyterian Church, 1600 North Delaware and was a member of the Mt. Helm Baptist Church. Survivors Include her husband, the Rev. B. F. PLANNED IMPROVEMENT Notice is hereby given that the Indianapolis Departmeht of Transportation, In cooperation with the Federal Highway Administration and the Indiana State Highway Commission, is planning an improvement and upgrading of South Emerson Avenue, located in the south- , east section of the City of Indianapolis, in Marion County,
Indiana.
The proposed project begins at a point approximately 600 feet south of Thompson Road, then extends in a northerly direction along the existing alignment of Emerson Avenue for about 3,247 feet, to Victory Drive. As now proposed, the proposed improvement will consist of two 24-foot travel lanes separated by a 16-foot earth median 6 inches high, and a 2-foot travel lanes separated by a 16-foot earth median 6 inches high and a 2-foot wide combined concrete curb and gutter section with side ditches behind the curb for drainage. The intersection at Emerson Avenue and Thompson Road will be improved approximately 300 feet on each side of Emerson Avenue, and realigned to the south on tangent for the purpose of eliminating the existing jog at this intersection. From Victory Drive to Thompson Road, both permanent and temporary right-of-way will be required from both sides of Emerson Avenue. The permanent right-of-way will be required only on the east side and some temporary right-of-way on the west side, of Emerson Avenue. As now planned, three median openings will be provided, one at Elenor Street, one 650 feet north of Thompson Road, and one 1320 feet north of Thompson Road. No persons, '3fB«sinesses, or farms will be acquired, however the removal of approximately 64 trees will be necessary for construction of the project, and as now proposed, traffic services will be maintained for property owners adjacent to the project during the construction period. Acquistion of all rights-of-way necessary to implement the improvement will be the responsibility of the City of Indianapolis authorities. Approximately seventy per cent of the total consturction costs, estimated at about$710,000 will be defrayed by the Federal Highway Administration, with the Indiana State Hi^iway Commission serving in a liaison capacity between local authorities and the Federal Agency. February, 1976, is the date currently anticipated for possible opening of construction
bids.
A draft design study report, detailed plans, written views and comments, and any other information received from any source relative to the proposed project are publicly available for Inspection and copying at any time during normal office hours in the Drafting Room of the Indianapolis Department of Transportation, Room 2342, City-County Building, Indianapolis, Indiana, and in Room 1205 of the Indiana State Office Building, 100 North Senate Avenue, Indianapolis, Indiana, 46204. Also available for public scrutiny is a draft negative environmental declaration, prepared in accordance with the requirements of the U.S. Department of Transportation’s National Environmental Policy Act of 1969, and adopted by the Federal Highway Administration on June 26, 1975. Any interested party, includ- - ing representatives of Federal, State, and local governmental agencies; agricultural, com* mercial, industrial, business, transportation, and utilities interests; civic, social, economic, ecological, and environmental concerns and other citizens or property owners, may obtain sketches and additional Information, upon request, at the aforementioned offices, or may petition that a combined corridor-design public bearing be held by sub- > mittlng a written request to the State Highway Commission’s Planning Information Manager at the above State Office address on, or before, November 7, 1975. In the event a request for public hearing is forthcoming, a further notice of the time and place for It will be published. Otherwise, the improvement will be implemented as currently proposed.
