If Public Law 90-196 were to be declared unconstitutional, this could result in at-large election which would, dilute the voting representation of Negro residents of Center Township, Marion County, Indiana, contrary to the Due Process Clause, of the Fifth Amendment and Sections 1 and 2 of the 14th Amendment. It is clear that the intervening plaintiffs do not represent the interests of petitioner in this matter.!’ Mr. Summers sought to intervene on behalf of the Negro residents of Center Township so that their interest in the matter may be protected. The plaintiff is Nelson G. Grills and the intervening plaintiffs are Dorothy C.. Duddleston, John P. Gallagher, Miles H. Marshall, and Louis Y. Mundy. The defendants are Roger D. Branigin, Edwin M. S. Steers, ancr Tnurman M. Demoss, as members of the State Election Board of Indiana.

James, chairman of the Negro History group’s sub committee on Materials Selection and Adaptation. Several months ago, Richard Wells, state superintendent of Public Insturuction, agreed to inform all schools in* I n d i a n a of available funds for Negro History materials after a meeting with the committee. The group is seeking contributions with which to make additional purchases of material for distribution to Indianapolis schools. The International Libr ary of Negro Life and History, purchased by the committee, includes volumes of Negro Americans in the Civil War, Historical Negro Biographies, the Negro in Music and Art, The History of the Negro in Medicine, and an Anthology of the American Negro in the Theatre.

Also honored were Mrs. Barbara Anderson, Willis Kirk, Mrs. Sally McClure, and Max Brydenthall. Mr. Scanlon spoke on the role of the community organization and its relevance to government. Father Hardin said during the meeting he foresaw the highway crisis to be resolved favorably. He proposed the possible development of the Northwestern avenue business section into a mall. The Council is an advisory board to Northwest CAAP. Father Hardin said Mayor Richard G. Hatcher may address next month's meeting. (Recorder photo by George P. Stewart II.
HARRY H. SKAGGS Harry Harrison Skaggs; 77-year-old retired chauffer, died Jan 20 at his home, 1317 E. 25th. Rites were Jan. 25 at Grace Apostolic Church of which he waS a member. Prior to his 1960 retirement, he was chauffer 34 years for the William H. Block family. He was active in the Grace Church’s Sunday School and trustee board and was a member of the Chauffers Club. The widow, Mrs. Hattie Mae Skaggs, survives.
