Continued from Page 1 urged them to remember that even though the 1966 bill had failed there are plenty of civil rights bills on the books,” that must be obeyed. Many reasons have been put forth for the defeat of this year’s bill. One immediate target of criticism was Everett McKinley Dirksen of Illinois, the Republican minority leader, who was opposed to the open occupancy section of the bill despite appeals from fellow Republicans and the White House. Emmanuel Celler, D., New Y., chairman of the House Judiciary Committee, said that the death of the bill was the “responsibility of the Republican leadership” who were determined to pursue a “Southern

strategy.”

The leadership conference on civil rights — an affiliation of groups that bore the brunt of the lobbying effort for the bill —also blamed Dirksen, urged the White House to call Congress back in session to “keep the issue alive,” and said that the rule requiring a two-thirds majority for cloture should be changed to permit a simple ma-

jority to end debate.
