practical approach.” Changing from labor discrimination to school desegregation, “At least in the North,” Meany said, “the key to school desegregation is hands of the federal government. “The practical approach is to insist that no federal money, no federal guarantee, no federal insurance can be enjoyed by builders or lenders who discriminate.” Taking on another angle, Meany said Negroes often just cannot afford to buy desegregated housing, where it is available, because of their “disproportionate” numbers in the lowest income groups. “SO WHAT’S the practical approach to the problem?” Meany said. “The practical pproach Is a national Fair Employment Practices law, applicable to unions and employers alike.” Among other notable speakers at the conference were James Farmer, national dii'ector of the Congress of Racial -Equality (CORE); Whitney M. Young Jr., executive director of the National urban League, and director Boris Shishkin of the AFL-CIO Department of Civil Rights.
