James Walton Funeral services for James Walton, 48, who died April 24 in his home, 31 W. Catherwood, were to be held April 30 in the First Baiptist Church of Irvington, with burial in New Crown Cemetery. Born at Phenix City, Ala, Mr. Walton hod lived in Indianapolis 20 years and was a member of the church where services are to be held, and an employee of the Virginia Engineering Co. Survivors include the wife, Mrs. Annie Walton; a son, Curtis Walton, three sisters, two brothers and three grandchildren.

Mayor Ben West, addressing the throng gathered in front of the Davidson County Courthouse where he has his office, declared that he personally favored the desegregation of lunch counters in Nashville. Then he added: “I can’t tell a businessman how to run his business.” He expressed regret over the bombing of Looby’s home and pointed out that he had spent t\yo hours on the scene while police were making an investigation. Later the city council offered a reward of $10,000 for information leading to the arrest and conviction of persons responsible for the bombing THE MAYOR’S remarks were in response to a prepared statement read by Rev C. T. Vivian in which West was accused of lack of decision and not using the moral weight of his office to bring about a settlement of the issues. Though Negroes here have been unusually active in the fight for desegregation, the march on city hall, perhaps the largest single deminstration of its kind in the South by Negroes was inspired by the bombing of Looby’s home. Looby, 62 years old, and a practicing Lawyer here since 1926, is highly regarded throughout the city in spite of the uncompromising stand he has taken on racial issues. The Fereral Bureau of Investigation offered its services in helping to investigate ♦he blast, but was turned down, at least temporarily, by W. E. Hopton, chief of the state bureau of investigation who said he wanted to exhaust the facilities of his own organization first. The damage to Looby’s home was so extensive that the city had to condemn the structure. This means that the home is beyond repair and that the Loobys will have to find another residence. KING IN HIS address paid tribute to Looby and declared that ‘‘Segregation on its death-bed now and the only uncertain thing about it is when it will be buried.” King was originally scheduled to speak in the city-owned War Memorial auditorium, but the site was changed to the Fisk University gymnasium when city officials withdrew the permit on the grounds that the meeting was controversial.

and, in fact, was pictured by conferees on April 5 as being “happy” with the wretched remnant. At no time did Senate Majority Leader Lyndon B. Johnson intervene to stay the hacking job being done by the Southern Democratic membership. Most of the sections of the bill as amended do litUe for civil rights that could not be done under existing statutes if alert and vigorous enforcement moves were a continuing federal policy. The only area in which the bill makes any pretense of meaning business is Title VI, the so-called voter protection measure. Of several alternatives, the Justice Department’s referee plan was the one chosen. In our opinion, this plan constitutes an obstacle course which the disfranchised Southern Negro voter will find not much easier than the maze he currently faces. But it is the plan which the Justice Department insisted would work and in whose behalf the Attorney General successfully resisted the suggestions of the Civil Rights Commission, of many members of Congress, and of numerous distinguished lawyers. The country has a right to expect that the department will speedily and extensively demonstrate that this law can in fact accomplish substantial registration and voting by colored citizens who are now denied this basic right. We express our deep appreciation to those liberals in both parties, who against opposition of Congressional leadership, fought through to the end for vital civil rights provisions, including Part fll, a workable voting rights section, aid to school districts in complying with the Supreme Court’s desegregation decision, and a statutory basis for the President’s Committee on Government Contracts. We are inviting all supporters of civil rights to join us in a renewed effort at the 1960 conventions of both political parties, in the 1960 election campaign and in the 87th Congress, since the Civil Rights Act of 1960 fall far short of meetinq the needs of the oeonle.

Elnora B. Bunch Rites for Mxs. Elnora B. Bunch, 58, 833Vfc W. 9th, who died April 18 in General Hospital, were held April 23 in Jacobs Brothers West Side Chapel, with burial in New Crown Cemetery. Mrs. Bunch was a life resident of Indianapolis and was a member of Christ Temple Apostolic Church. Survivors include two sons, Jack Thomas and William E. Jordan, Indianapolis: a daughter, Mrs. Delores Hall; five sisters, two brothers and 11 grandchildren.
