zens.
The fust was the introduction of an ordinance, by the lone Negro member of the board of aldermen, which tvould have banned bias against Negroes in local hotels, theaters and restaurants. The second occurred last week when a three-member aldermanlc committee A-oted down the proposal. despite the pleading Of :ts sponsor. William W. Beckett. Beckett was outvoted 2-1 by Aldermen Clifford J. Haury and Barth P Zaepfei Jr. on the strength of a city law depaitment opinion that the aldermen did not have the legal power to enact such an ordinance.
