ATLANTA (NNPA) — The number of qualified Negro voters in the South lias tripled since 1940, according to a report prepared by Luther P. Jackson, professor of history at Virginia State College, for the Southern Regional Council. Leading the southem states in this increase is Georgia where the enrollment ?s estimated to have jumped from 20,000 to 125,000 between 1940 and 1947. The latter figure represents 18.8 percent of the estimated 063,716 Negro people of voting age in the state. The study, however, snows that the border state of Oklahoma has the highest percentage of its eligible population qualified as voters. The estimated number of colored persons of voting age in Oklahoma is 168,849. Of that number an estimated 50,000 or 29.6 percent, are qualified to vote. Tennessee ranks next highest in percentage. The State has an estimated 309,456 colored persons of voting age, of whom an estimated 80,000, or 25.8 percent, are qualified to vote. The estimated number of colored persons of voting age in Alabama is 521,000, of whom an estimated 6,000 or 1.2 percent, are qualified to vote. Reasons given for this low percentage of estioiated colored voters in Alabama are “heavy poll tax, severe restrictions in registration, inadequate statewide Negro leadership, and general apathy.” The estimated number of qualified colored voters in Arkansas is 47,000 out of an estimated 270,995 of voting age, representing 17.3 percent. Florida has an estimated 316,-

Louisiana has an estimated 563,754 colored persons of voting age, of whom an estamted 10,000, or 2.6 percent, are qualified voters. The report discloses that slightly more than one-half of the qualified colored voters in Louisiana are in New Orleans. In a majority of the sixty-four parishes in Louisiana, the report asserts, there are no qualified colored voters because registration in rural Louisiana is very difficult and the illiteracy rate is very high. Mississippi has a n estimated 563,754 colored persons of voting age, of whom an estimated 5,000, or 0.9 percent, are qualified voters. The report states that because of fear of intimidation and violence, there are no colored persons registered whatever in fully half of the ninety-two counties in Mississippi. “The cellar championship of this State,” the report adds, “is due also to the fact that no organized effort was made to qualify Negroes to vote until about 1945.” North Carolina has an estimated 493.175 colored persons of voting age, of whom 50,000, of 13 percent, or 15.2 percent, are qualified vot-
