Called locally the ‘land and utilities scheme” the plan, the first of its kind in USHA annals, is designed to improve the living conditions of families with incomes far below those of most low-income families on the mainland. At present on the heights abovfe Ponce stands one of the strangest collections of shacks ever .seen in an American possession. These shacks, built by their owners of scrap lumber and old tin sheets, stand on ground owned by the city or private individuals. For tht use of the land the owners pay anywhere from 25 cents to $2 n month. Since a builder could place his house wherever he found a vacant bit of land, there are no descernible streets. Women must go, frequently, se* eral hundred yards for such water as is available. Sanitary conveniences are of a tyi»e which would seem primitive even in the rural United States. Rookworm naturally abounds and there is a constant threat of typhoid fever and other diseases due to insanitary conditions. Tl»o head of a family in this neighborhood earns an average of about $3 a week. And the families are large. Under the land and utilities scheme the Ponce JJousing Authority has purchased a large tract of land to which many of these “houses” can be moved. Each family will have a private bathroom with a shower, toilet facilities couTeeted up with <a sanitary sewer and a clean outside laundry bench with running water: Since the families will bring their own houses to the project these baths cannot be bqilt in the orthodox fashion. Instead they are modern adaptations of the familiar rural facility. For economy four bathrooms are grouped together to form one small concrete building. For convenience eacli building is located at the intersection of the rear lot lines of four tenant yards. Thus each family has a private bath opening onto its back yard a short distance from the house. The contract for the construction of enough of these units for 210 families has already ween approved hy USHA. The rent for the land on which the houses will be placed and the sanitary units will amount to 50 cents a month per house, including water. This will mclude periidic whitewashings and upkeep of the sanitary units. Puerto Rico, an island of immense importance in the nation’s defense plans, is smalle rtlmn any of the states with the exception of Delaware and Rhode Island, Nevertheless it must support a population of 1.850.245 — a population still growing rapidlv. Overcrowding and exceptionally low income has created a housing problem insooluble bv methods which might be applicable to the United States. If Ponce’s housing plan is successful it will mark the way for similar developments 111 the future. _ ./
