Race^Criminology. The Ninth Annual Conference to study Negro problems, was held last week at Atlanta University, Atlanta, Ga. The study this year was, “Crime among Negroes in Georgia.” These conferences began in 1896 with a study of Negro morality, and this hes been followed by annual studies of social conditions, efforts for betterment, bus icess, college training, commonschools, trades and industrial training, and religion. The subject this year was of unique import. The criminal Negro has |occupiec’ the center of Christian thought and endeavor for years Judgement upon the entire race has been formed with an eye single to our worst, and not our best classes. No other race has been made to sufler on account of its vicious element, as has the black race in America. So the results of this conference are bound to be fruitful. Among the conclusions arrived at are the following needs: fairer criminal laws, justice in the courts; the abolition of state traffic in crime for public revenue and private gain; more intelligent methods of punishment; the refusal to allow free labor to be displaced by convict labor; and finally a wider recognition of the fact that honest, intelligent, law abiding black men are safer neighbors than ignorant under-paid serfs, because it is the later class that breeds dangerous crime.

Union Means Strength. Negroes have long ago reached the stage of self-government regardless of the charges of racial enemies. What is needed to-day is the opportunity to develope, and a proper eocouragement of the endeavors of manhood and all will be well. Within the past decade wonderful strides havr been made and the success that has attended such efforts, has won admiration, even from our Sothern friends. The three leading church denominations with a membership of over three and a half millions and property valued at over $30,000,000 successfully refute any charge of inability to organize, while the thousaods ot successful professional and business men scattered over every Stale show that individual effort along material lines has been rewarded. The day ot racial hope fpr better things has but begun. Why should the Negro citizens ot this country be subjected to the prejudice of a Souther® democray? Collector Crum should be confirmed by the Republican Senate. His appointment was mace because of merit and the objection of the South should not prevail.
Terre H&ule Citizens. For many years, judging from the few years that I have been in the worlds have 1 been hearing of Terre Haute and on the whole not very complimentary thing either. In fact tbe reports were of such a nature as to create within me a desire not to even visit the city, and while near the city for a few years, did not visit it until a conference in which I was much interested made it quite necessary that I come. Well I was very agreeably surprised, not, however, so much the condition of the people with whom I am so happily identified. The first surprice was the vast amount of inteliigeuce that maintaines among the Negroes of Terre Haute. Surprise No. 2, the very favorable attitude of our public school teacher toward the church, who not only attend the church but take an active part in iu it. This I am told, is not always the case. Surprise No. 3, the large number of places of trust and responsibility filled by persons of color. Surprise No. 4, the number of homes owned. And the very excellent v^ay that the people of Allen Chapel sup. port their church. It would surprise any person, as hard as the winter has been and as great as has been our runuing expenses, yet we have kept up and paid some back floating debts, of four or five years standing and cut the mortgage down from 5700 to $500 with another $100 on hand to be paid on the same. Our rally will be July 3, and if this noble hearted people do not pay the mortgage off, they will reduce it so as bo make one more very small effort do the rest This is my third charge I have been very greatly pleased with all of them, but with none more tham Allen Chapel. Will gay that whoever is so fortunate as to be sent here, he need have no reason to regret it, I am told that the minister all over the State are doing fine and we will surprise Bishop C. T. New Chapter 0. E S. On the evening of May 21 Fidelity Chapter, O, E S. was instituted at Shelbyville, Ind. The degree work was superintended by S. G. P VV. F. Anderson, of Lafayette Ind. The new Chapter starts out with a membership of thirty and is officered as follows:—Mrs. Sarah E. Dennis VV. M ; Mrs Mary E. Robinson, A. M.; Telles 13. At the Planner Guild The second of a series of sacred programs under the auspices of the public school teachers at Flanner Guild, was held last Sunday. A paper both intetestirg and instruct ive was read by Miss Maiy Wilson principal and a paper, “bits and odds” by Miss Ambia Keene, was much enjoyed by the audience. “Character” was the subject of a paper by Miss Irene Poe. These papers were interspersed by musical numbers by Misses Mattie Rob erts, Eleanor Booth and Hortense Parker and a solo by Mrs. Georgia Stevenson Broady of Chicago. Mr Ezra Roberts directsd the singing and read the scripture Wesson and Miss Irene Poe had charge of the program. Tomorrow will be Fred Douglas school day. for which Mr. Chad well, principal, has arranged an excellent program. Rev. H. L. Herod will read a paper, subject, ‘One thing ye lack” which every one should hear, as it deals with questions affecting the Negro.
