of meeting the increasing unemployment problem, waa recommended today by Secretary Meredith,* of the department of agriculture, speaking at the annual gathering of the Association of State Highway Officials. Present provisions for such aid expire next June, the secretary said, and he urged that the congress provide a new five-year program with appropriations of 1100,000,000 a year

to carry forward the work.

The co-operative state and federal road extension work must be planned in advance, Mr. Meredith said, and with forty legislatures in session this winter the congress should act promptly, so that the states would

know where they stood.

“FurtWermore." he added, “we are now threatened with the situation we feared would exist when our soldiers were returning from overseas. Unemployment is already in evidence in some sections of the country and may become more general. A continuation of this great program of public improvements will help §|

the slack In employment.”
