R- A- Byrd Urge* Support of Lowdea for Nomination. [Special to The Indianapolis Newsl ANDERSON. Ind.. April 28.—R. A. Byrd, of SprinEfield, I1L, employed in the office of the Illinois auditor of accounts, addressed a meeting of negro voters in the circuit court room here Tuesday evening. He was speaking in behalf of the Republican presidential candidacy of Frank O. Low - den. Governor of Illinois. Byrd said Governor Lowden is a friend of the negro race. He said that eighteen white girls and one colored girl were examined for a clerkship in the insurance department of the Illinois state offices and that the examining board, before making a selection, reported to the Governor that only one girl passed the highest grade In the examination. The Governor sent for the colored girl, complimented her. and instructed the board that she be appointed to the clerkship. Byrd said. The young woman referred to was then introduced to the audience by Byrd. She is accompanying him on a speaking tour. Joseph E. Hennings, in charge of the Lowden campaign in Madison county, also spoke at the meeting and urged the negro voters to also support the candidacy of Edward C. Toner, a candidate for the Republican nomination for Governor. Several Republican candidates for county nominations were introduced. V. S. Gets Taak Steamer*. LONDON, April 28.—The eight tank steamers, which have been the subject of a long discussion by the reparations commission of the peace conference as to what nation should receive them, have been awarded to the United States for temporary ipanagement. The tank steamers .formerly were
operated by the Standard Oil Company 'under the German flag and as the fleet of a subsidiary organisation. The eight vessels total 88.006 tons. 9.000 tons of which will be used In transporting fuel oil to Italy. 17,000 tons to France, and 18,009 to Belgium.

WASHINGTON. April 28.—Doubt that the Rovernment would be able to ac^ompliah a great deal in relieving the print paper ghortuge was expreened today by Frank P. Gla« of Birmingham. Ala., former president of thn American Newspaper Publishers- Association. Mr. Glass was one of the first witnesses before the senate commerce subcommittee which to investigating the print paper question. He explained that the shortage of
newsprint was world wide.
While conceding that the cost of labor and aH materials going into th» making of paper had increased, Mr Glass declared that he thought pres
