Each of the interurban companies coming into the city of> Indianapolis jias had their •mileage rates practically doubled, largely because of the increase in the cost of coal, material and maintenance, all of which service is rendered to the interurban compknies within the city of Indianapolis by the Indianapolis Street Railway Company for the same price thft it received before the war. The city does not desire to be unfair to the interurban companies, but contends as a matter of simple justice to the public and to the Indianapolis Street Railway Company that before any additional fare is authorised, the claims that the Indianapolis Street Railway Company is- entitled to' higher compensation for the services rendered to the interurban companies, should be considered and decided by the commission. If the commission finds that the street car company is entitled to more pay for such service to the interurban companies, the revenues thus received should bfe applied before any increase of fare is authorised. If such additional revenues when applied, are found insnfficient or if the commission nbouid fine

There 1* some question as to. the proper designation of the fund which we have called ‘"surplus fund.” Perhaps it might better be called "stability fund 3 to avoid the conflict in the use of terms, as '*surplus ,, has a fixed and definite meaning. Just as satisfactory a result cottjd be obtained, and probably with less bookkeeping. *if this fund was styled "general fund balance.” Of course, it is immaterial what the fund Is called.

If. at any time under the operation of any fare provided for In this order, it shall be clearly apparent that it is producing more revenues than gre necessary to comply with this order, or if it is clearly apparent that the revenues being produced are Insufficient to comply with the terms of the order, the commission. on application, will authorise the ekipping of a rgte of fare either lower or higher, as the case may be.
TWELFTH.
Final Disposition of Sfcrplas. Any amount remaining in the surplus fund when the jurisdintion of the public service commission is terminatsd, shall be used only to pay for bstterments and additions, and shall not be added to capital account, and no bonds or stock shall ho issued therefor, and the sfcme shall not be taken into consideration in any valuation of the property that may be made. . •' ^ CARMEN GET INCREASE.
