WASHINGTON, August 2».-8eme of the work which has been done for the Russian prisoners tar Germany by the American Red Cross prisoners' relief mission to alleviate the lot of the Russians Is described In bulletins from the Lake division. Within the last four months half a million Russians in Germany have been lifted out of the "slough of despond" and have take a new interest in life. When the mission found that these men had went four years in the neglect And misery of the German internment camps they were put to school like children and a liberal course of training in American Ideals and American spirit
given.
The mtoskm found the Russians everywhere in a state of complete lassitude mentally and physically. They were absolutely indifferent to their fate. They needed material assistance in the way of medicines, hospital supplies, food, soap, palls for carrying water to their quarters for cleaning purposes, underclothing and numerous other things. AH these were supplied by the. mission. Four years or more in a prison camp under conditions such as those in Germany to enough to break the strongest man's spirit. Add to this the fact that their own country had absolutely forgotten them, and no word had come from their relatives or friends. There was no future where they were and no hope of anything better In their own country- So these hundreds of thousands of Russians who had fought valiantly for the allied cause, slowly dying from depression, mental Inactivity and physical malnutrition, awoke to new

Headquarters in Berlin. The mission established headquarters in Berlin, and within a week had Investigated most of the larger camps. At first their efforts were received without any great enthusiasm. At many camps the workers were regarded with suspicion. but before long all this was changed and the Russians came to look on them as friends. At the mission s suggestion they formed camp committees by election and their needs, grievances and fears were all brought to its attention through their representatives. Athletic games also were introduced into the camps. Athletic competition stimulated the prisoners physically, while motion pictures and other mental
recreatlwis brightened their dull hours, and their hospitals were provided every needed medical and surgical requisite.
Signs of Renewed Life.
It was interesting to watch the signs of renewed life and courage among theee men. After the mission had established Itself ir. their confidence, there was no advice that they would not accept and no suggestion that they would { not carry out. They cam* to it with' their every trouble. After the camps had become organized under the command sf the American Red Cross and United States army personnel, and medical assistance, regular meals and recreation had become the order* of the day the camps began to take on a new
physical aspect. ~

Railroads here and there have begun to stock considerable extra coal, and signs are not wanting that Industry in general expects boom business in the future, as all seem eager for fueL "Buyers who were foresighted enough to protect themselves by contracts are now reaping the benefits of their wisdom, for the present prices of the better grades of fuel are well in advance of those which were in effect some months ago,’L says the article. "Strange to relate, however. In spite of indications that coal will be scarce and higher in price later in the year, many large consumers are apparently indifferent about their future supplies and seem content to await developments before arranging for their winter re-
serves.
"There is a lively demand for coal for
he numerous inquiries bring
to light that there is a scarcity of fuel
suitable for foreign use, and also that there are not sufficient vessels in which
to make shipment To alleviate this condition somewhat the shipping board recently allocated fourteen more Amer-
ican ships to the port of Baltimore.
"The movement of coal, to the Great Lakes, for transshipment to the northwest I* rather active, although the car shortage has reduced shipments to a certain extent. Reports show that there is some congestion at the upper lake docks, due to slow interior movement. "During the week ended August 16, the production of soft coal dropped to 9.166,900 net tons, as against 9,369,000 net
tons for the week preceding.
"So far as anthracite is concerned, buyers are eager for the egg and stove sizes, which have been scarce all sum-1 mer. It is believed that most dealers have filled the greater proportion of the orders they had on their books for domestic coal, and no real difficulties are expected unless labor troubles and poor transportation conditions should considerably hamper production. No change
to to be detected Is the call for the steam sizes of anthracite, which hi the main continue to move slowly. “As with bituminous coal, the output 1 of anthracite declined in the week ended August 16 to 1,642,000 net tons. Production for the week preceding amounted to 1.87^000 net tons. The total output for the coal year to date Is bow 33,970,000 net tons, compared with 38,761,000 tons In the same period laSt year.” Helicon’s Inspiring Waters.
