BELLEVILLE. HI.. August S7. — Second Lieutenant Floyd Meisenhelmer of Detroit, and Chauffeur Harold Ice, of St. Marys, O., were killed at Scott field, near here, yesterday, when their airplanu fell from an altitude of 200 feet, and caught fire, after crashing
to the ground. .

Dr. Prosser declared that the board had not the authority to make such payments or place the men in training until compensation foe disability had been awarded by the bu-

Says There Was No Deduction. been reported on.
