A new office building on the site of j the old Baldwin block, at Market and J Delaware streets, will soon be built as j the result of a ninety-nine-year lease j obtained yesterday on that property by j the Del-Mar Realty Company. The lease was acquired from Frank M. Baldwin and Edson T. Wood, trustees of

Officers of the Del-Mar Realty Company are Herbert E. Ffceber, president; E. L» Cothrell, vice-president; Isadore Felblemah, secretary, and James S. Cruse, treasurer. The officers, with J. Edward Morris, president of the Indianapolis Realty Board, form the board of directors. Others Interested in the Company are Fred Appel, Ralph Bany berger, John J. Reilley, Meyer Efrovegson, George Vonnegut and George Wolf. The terms of the lease require the lessees to pay an annual rental of J6,(xd for the first five years; 68,500 for the next five years; 610,000 for the following five years, and a gradual increasing rental covering a i>eriod of forty-six years, and for the remaining period of the lease. 630,000 annually. The realty company has an option to buy the property at the end of the lease period for 6500,000.

WASHINGTON*, May ll.-President Wilson has’ created a war council of the Red Cross to direct relief work during the war and made a public appeal for Red Cross contributions from “all those who can contribute cither great sums or small to the alleviation of the suffering and distress which must Inevitably arise out of this fight for humanity

and democracy.”

The head of the war council is Henry P. Davison, of J. P. Morgan & Co., who said in accepting the post that all the vast facilities of the Morgan firm would stand behind the Red Cross for the duration of the war. Former President Taft, chairman of the Red Cross central committee, will serve with the council whose other members are Charles D. Norton. Cornelius N. Bliss, Jr., and Grayson M. P. Murphy, of New

President Wilson issued the following statement with announcement of the appointments: “I have today created within the Red Cross a war council to which will be intrusted the duty of responding to the extraordinary demands which the present war will make upon the seprtce of the Red Cross both in the field and in civilian relief. “The best way in which to impart the greatest efficiency and energy to the relief work which this war will entail will be to concentrate it in the hands of a oingle experienced organization, which has*,been recognized by law and by international convention as the public instrumentality for such purposes. “Indeed, such a concentration of administrative action in this matter seems to me absolutely necessary, and I hereby earnestly call upon all those who can contribute either great sums or small to the alleviation of the suffering and distress which must inevitably arise out of this fight for humanity and democracy to contribute to the Red Cross. It will be one of the first and most necessary tasks of the new war council of the Red Cross to raise great sums of money for the support of the work to be done and done upon a great

“I hope that the response to their efforts will be a demonstration of thp generosity of America, and the power of genuine practical sympathy among our people that will command the admiration of the whole world.’’ Definite plans have not been made by Mr. Davison and the other numbers of the council,, but the preliminary step was taken when telegrams were sent to all the 600 chapters of the Red Cross notifying them that a campaign soon would be undertaken to raise money and get the work under way. ... ' Headquarters of the council will be in Washington but a branch office will be established in New York where details of the business of getting supplies to Europe will be handled. ••It is impossible to say how much money is going to be needed,” said Mr. Davison, “but it is going to be many millions of dollars. Just how we are going to get that money, I do not know, but I have every confidence that the American people will respond as never before and that we will get it. “I expect to devote practically all of mv time to the new assignment. I have enlisted. It is my bit, and I hope a great many more will regard a similar work as their bit. And I hope that no one will make the mistake of thinking that this Is no ordinary work of alleviating suffering. It is that and more; it is an effective agency looking to winning the war.” , t One of the first big things, he added, will be to bring relief to thousands of people in France, left in pitiable situation in the wake of the fighting armies. Tilling of the soil has been made impossible bv the'destruction of farming implements and the work of restoration will be not only an act of mercy but a very practical aid in lessening the economic burden. The council expects to send to -France and later to Russia and other allies seeds and tools to enable noncombatants to resume cultivation of the devastated districts. The work in America was not minimized but Mr. Davison will suggest to the chapters of the Red Cross that it is not nearly so important as that in Eu1 °The early dispatch of an organization to France to study conditions and determine what should be done is contemplated.
