Dl BI.IK, June 12—An ofti< tal report issued bv the Nationalist part> concern Ing its recent meeting gi\es the hlstorc of tho situation resulting fiom Premier As quith s visit to Ireland and the appoint ment of Da\id lJo\d (.Aeorge to negotiate a rettlement of the dlfferenn s between the Irish factions The statement savs Premier Asquith re turncsl from Ireland convinced that the castle government oinnletelv was broken down and that he made no attempt to set it up again by the appointment eithr^ of a lord lieutenant or a chief secretary foi Ireland It gives the proposals of I lovd George formulated on his own responsi bllltv as a result of his consultations with all the parties which may be legaided ap the government s proposajs Text of the Proposals. The proposals were (1) To bilng the home rule act into immediate operation (2) to inti-oduce forthwith an amending bill as a strictly war emergency jjA?! ('t) that during the interim the Irish mem bers were to remain in estnnnster in their fuU numbers (4) that during the war emergency period the si\ Ulster counties should temain under the imperial government (6) that immediately after the war an imperial conference of representatives of all dominions be held to consider the future government of the empire Including the government of Ireland and-(6) that following this conferepce, and in the Interval provided by the War emergency act a permanent settling of all great outstanding problems would be proceeded with Protest Against Martial Law. The foregoing proposals were set out briefly In a speech at the Nationalist meeting by John Redmond, who added that no conference yet had been held be tween the opposing parties, each side submitting proposals to its own sui>porters The meeting adjourned after having passed unanimously resolutions protesting against the continuance of martial law in Ireland and condemning both the personnel of and the terms of reference to the commission appointed to Investigate the recent rising ORPHANS’ HOME GRADUATION
