Superintendent Van Winkle, of the Big Four, who accompanied tbe committee, said he did not care to express an opinion in detail, as it might be taken seriously by many people, and he did not feel that his fnvestigatloD warranted him making a public statement. He did not understand that this was the purpose of the lo/restlgatlon, as he thought the committee was to report to the club. "You may. however, cay this much for me,’* he added. "From what I saw during the Investigation 1 am convinced that smoke
can not be economically overcome.’’,,
Mr. Van Winkle does not think the investigation was thorough enough for anyone to give an expert opinion. At the places the 6cmmittee visited, he says, the members asked the proprietors If the devices they were using really saved fuel. I.i every instance the reply waa In the affirmative, but Mr; Van winkle says that when they were asked how they knew that their devices made a saving they could answer only tn a general Way.
