Council Committee’s Amendments Accepted by Board of Works— Companies will Sign. The conference held by the Board of Public Work*, the City Council commit- | tee on contracts and franchises, and rep- { ' resen tat Jtres of the three Interurhan elec- ( j trie companies seeking franchise* from the city, terminated late yesterday afternoon. an agreement having been reached as to the terms of the proposed franchise. . After the various points In issue had been discussed until noon the City Counj ctl committee retired to consider Its de- j | clsion and the general meeting adjourned until 2 o’clock. At that hour the Council committee had reached a decialon -that It ■ would stand for a tag of r cents a trip cm Interurhan cars entering the city; S-cent ' fares for local passengers, and would accept the provision advocated by the board and put in the franchise first sent by the board to the Council, giving the | city power at the end of five year* to require the interurban companies to egchange transfers. The amendment pro- i I posed by Mr. Henry, of the Union Trac- ; j tion Company, equalizing the loss suf- ' fered by the Interurban companies when such a transfer was granted, was to be inserted. j Before the committee announced Its } decision. Lowe-.cr, Mayor Taggart and ! city attorney Kern, together with the j Board of Works took the committee Into a side room and the subject was canJ vasaed again. At the end of another long comerenee the conferees emerged. i Chairman Sahm of the board announced - t that the board thought It had drawn a 1 good franchise in the first place but that a* some of the other powers did not agree. It had been decided to accept the 1 amendments recommended by the Council committee when the Greenwood and Greenfield franchises were first returned by the committee to the Boarl of Works. The Amendments. These amendments provide for 5-cent , fares Instead of 1-cent fares for local passengers; the striking out of the | clause providing for interurban transI lers; and a tax of 2 cents for each trip i into the city .•.ade by Interurban cars fot t 1 the first ten years and 3 cents thereI after, instead of the plan proposed by tb« ! I board flUHHwStttg a taa *<I $15 a year for ! every tar coming mvi the cHy for the ^ first ten years and *25 thereafter. The scheme of the committee to require the t ; interurban companies to give transfers from inbound cars to the ;cars of the Irantnapolls Street Hallway Company was abandoned because the Indianapolis company couid not be compelled to as- ; sent to It. City Attorney Kern Is said l to have agreed with the Council com- j : mittee on every proposition it advanced ' except this one for transfers from inI bound cars. | The Union Traction Company, the In1 dianapolis A Greenfield Traction Com--Ind the Indianapolis, Greenwood & Franklin Railway Company each In turn signified, through representatives pres- . ent, its willingness to accept such a franchiee. Councilman Mortality, of the Tenth ward, who had been an Interested observer, here exploded. "And I wish to announce on the part of I the Tenth ward,” he exclaimed, "that I don’t blame thepi for accepting it. This ; to th« most outrageous piece or busineak Over transacted in this chamber or any i •other chamber." And he left the room. "1 think so, too,” replied Chairman ! Sahm. Prior to the announcement of the agree- j ment, the assembled magnates and city f officials were entertained for half an 1 hour by Elder John Vinson, who spoke as a citizen In opj>o®itlon to the contemplated arrangement. He Is the only cltlzen that has ever argued the matter before the board, but he has appeared several times. The franchises will be rewritten at once, signed by the companies? the Board of Works and the mayor, and sent to the City Council, next Monday night, for ratification. SUPREME C0URTREC0RD. “What we want Is reformation.” ( “You bet! So more of us can get In the V-wedge,” + A young Irvington matron lately attempted to make salt-rising bread. Now. as all housewives know, salt-rising Is a treacherous compound, and the bread which resulted from the young housekeeper’s attempt w»s of a consistency that would put paving block to shame, and of a flatness and density which suggested a hydraulic press. At nightfall, when hubby came home, the wife begged him. with tears in hla eyes, to take the bread away off into the country and dispose of H* as she would not throw it into the garbage can, for fear some of the neighbors might see It. Now, the small family ts the posseassor of a retriever dog, which follows hubby about wherever he goes, and on this occasion the dog trailed along unseen In the dusk. Hubby carried the impervious bread in a sack to Pleasant Run, and threw the loaves tn. Next day. while wifle was entertaining company, there was a scratching and whining at the door, which on being opened, admitted the retriever. He carried a wet, muddy sack, and with a playful toss that tore the sack from top to bottom, deposited It <?n th* parlor floor. The waterproof bread rolled out, not even touched by Us allnight immersion.
“I told you you’d break through If you went over there. Now ma'll give us both a tickin', ’cause you got your clothes wet!”
