Upon being a*sked About his mission East, he said: “I went East last week on private business, and the report that I was looking after a Judgeship or any other pos.tlon wa* without tt}e least foundation. I did not even, while in Washington, call at the Department of Justice. It would not be a very propitious time to seek an appointment when the President and his Cabinet were away. The correspondents at the'capital are very short of news at this season of the year, and if a person happens in Washington, and doesn’t advise them as to the nature of his business, they take the liberty of publishing whatever they imagine as a fact. As to a position on the Board of Appraisers, there is no vacancy, and the members are not subject to removal except for cause. "I spent two days in New 1 ork and talked with leading Democrats and a few Kepublicans as to the political situation. The sentiment In favor of Mr. Cleveland for a third term is quite exteaslve. A Republican friend told me he could carry New York State against any person. It Is surprising how tender they are on the financial question. In my opinion, they Will'not touch a candidate of either party ] of whose soundness they have the least suspicion. “Mr. Morrison has considerable support In New York. Also Secretary Carlisle. I did not hear much talk of Whitney’s candidacy. The impression seems to be that Whitney does not care to take a nomination unlees the prospects of an election are more than equal. In a conversation with Mr. Hendricks, president of the National Union Bank, I was told by him that foreign capitalists were seeking investments in this country, but would not touch anything but gold obligations. It was hi* opinion that there would be large Investments in American securities and stocks as soon as our finances were put upon a firm basis, but until then foreign capitalists would be very cautious." George W. Powell’s resignation as superintendent of police was fprmally presented fo the Board of Public Safety this morning, and was accepted. It does not take effect until Thursday noon, when the new mayor assumes hia office, but Mr. Powell suggested tiat a temporary head for the police would have to be named, a* the new mayor would, of course, not have his new Board of Public Safety and’ the board Its new superintendent named at the moment of entering office. It Iftis been customary for Capt.’ Campbell to act as superintendent in the absence of Powell, and the board wrote Instructions that Campbell act as superintendent from Thursday noon until further notice. There was no formal appointment of Campbell as superintendent. Bicycle Ordinance signed. The mayor this morning signed the bicycle ordinance requiring the use of bells and lanterns and prohibiting a speed greater than ten miles an hour. There has been a boom in. bells and lanterns at the bicycle store* since the passage ef the ordinance two weeks ago, and many have had the impreseion that the ordinance Is already In effect. Now that it has been signed by the mayor, It will take effeot after it has been advertised once each week for two weeks in a daily paper. Monthly Reports. The report of the police superintendent for September showed 480 arrests and the recovery of stolen property valued at 11,802.40. The building inspector reported that 182 bullctng permits were issued in September for buildings valued at $156,113, against 146 permits Issued in September, 1894, for buildings valued at $106,513.60.
