Council last night. Scores of ordiMncae for street improvement* of all kind*, from graveling to asphalting, were read a eeooud aad third time aad psated. On the south side of (be Capitol grounds an asphalt puvament la already proridad for. If tho Aldermen indorse last night’s action asphalt will also ba laid on the three other sidoa—on Tn. lessee, Mtmimippi and Ohio atreeta. The North Pennsylvania street asphalt pavement ordtosaee was laid over. Appropriations for the mouth were passed and, aa will ho soon below, mnoh more money than the city has was voted away. Tha various corporations wbieb hare beset the ' Council daring this year, seeking franchises, were, for once, not represented, and busineu was disposed of rapidly in that effectual manner which is no appealing to the taxpaxw'* pocketbeok. Every session of Council afford* demonstraiios that tha light qneation for lodiaMpolis is not settled. Tha business of the Council is fairly boney-combad with ordinances aad resolutions calling for more light. Electric light, vapor lamps aad extension of gaa light* are demanded from almost every quarter of the city. Every additional light that is ordered adds to the aggregate price which the Council and Aldermen agreed to pay. Look at the record made last nighi: Gaa ordered on two more streets in Mr. Davis's ward; gas ordered iu two more places ia Mr. Truster's ward; an ordinance for some vapor lights on East Ohio street introdoced; an ordinance for more lights at Cl in too and Court streets; another for lights nt Wabash and Clinton; an ordinance for gas ou Vermont, between Noole and Plan, another for gas between Washington and y -dngaa; other ordinances for lights on Buie, ‘IcKim and Summit streets, etc. The peeple ou thee* streets doubtless need publte light and are as much entitled to it aa are the peoni* of any wore favored parts of the city. The point of it all is that it was dearly foraeen and generally known to (be Council that these additioaal lights would be required; yet a contract providing tor lighting nil ot the city, including these dark places, at a certain fixed and known price was rejected, and one in which no provision for tbeee was made and in which the element of nnoertaiuty of final cost waa n most important oat, was entered into. A three-thousand-dollar additiooal vapor light expenditure lu one ordinance, which bad been asked for by Mr. Truster at a previous meeting of Council (and if h« meets with hie usual success in securing legislation it will go throogu), has already been noted in The News, ae have the half dozen other new gas, electric and other light ordinances not included io the eunumeration above. In the judgment ot the majority such a contract a* boa been referred to, entailing tbeee additiooal necessities, was the best one ami they will doubtless not forget that the

responsibility is upon them.

Relating further to public lights, Councilman Ti-usler, of the light committee, said that the Brush Company would n«t be ready for three wefts to put In the lights provided for in the late contract. The committee had notified the company that electric light* would be wanted at every crouingon Washington street from the river to the Deaf and Dnmb Institute—twenty-three lights. The location of other lights was not reported. The Council directed that bide be taken for the placing of natural gas display lights

around Tomlinson Hail.

The Council concurred in the report of the majority ot ita committee ou contracts, submitted by Messrs. Darnell and McClelland, awarding a contract for a bridge over Pleasant Run, on Willow street, in the rear of the German Orphan Asylum, to the Indiana Bridge Company ot Muocie. Mr. Stucktueyer, of the committee, refused to sign the report and oppoktd its adoption. Mr. Theiman moved to non-conoar;, Mr. Trueler moved to conoar. The Mayor submitted the last named queetion. Mr. Stuckmeyer eald that be did not think the bridge necessary, and that it was not in special demaud on the

South Side.

Mr. Trnsler urged the awarding of the contract. He said that Mr. Stuckmeyer bad enough to look after in his own ward and denied that he had correctly represented Mouth Side sentiment. He claimed that the bridge would increase the value of property and soon par for itself. He accused Mr. Thalman of Voting for measures calling for expenditures on the North Side and voting against South Side improvement indiscrimin-

ately.

These remarks elicited two replies. Mr. Tbalmtn said that Mr. Trasler had groatly misrepresented him. He (Trueler), the speaker said, can’t get everything through the Council oa its merit©, and therefore he is in the babitof trying to bulldoze the Council by claiming to have the whole South Side at hie back. The gentleman talk* as if be represented the whole Sonth Sid*. He can’t sustain himself on this bridge queetion, Mr. Thaimeo continned, and when he talks as be has, charging favoritism toward the North Side,no simply show* that the matter lie is advocating will not bear investigation. It is proposed to vote over f4,000 for this bridge, when the money is not on bands. The Council can’t vote money that is not in tbe tressary. The bridge i* estimated to cost more than $4,000. It will cost by the time 4be fills, ete., are made, five, six or seven thousand dollars. The bridare opens on a commons. It happens to be in Mr. Trustor's ward, the speaker said, and he ia therefore interested in the scheme

to build it.

Mr. Stuckmeyer disclaimed any intention to interfere with affaire in Mr. Trusler’s ward, but ba said ba knew South Side citizens who were opposed to this bridge contract. Mr. Swain said be could not see how tbe Couneil could do this thing; the financial condition of tbe city will not warrant it, and the improvement can be dispensed with until next year. Tbe Connell evidently did notvote on the merits of tb* case. It concurred in the majority report by a vote ot 14 to 0, Messrs. Dunn, Johnston, Smith, Stuckmeyer, Swain and Tbalman votins in the negative, while Meesrs. liura*, Cummings, Darnell, Davis. Klliott, Finch, Gasper, Goul, Huklin. Long. McClelland, I’earion, Trueler and Wilson favored tbe contract.
