As Ordinance Not So Harmless as It Looks. Thom was sn ordinance introduced into tha Council, at the oloaa of tha session Monday night, which looks a little awaaplng on tta Mae, and it to not exactly nadarataod what to ax pooled to ha gained thereby. It waa presented by Councilman Finch, bat it to thought to have boon prepared by soma one else, and its provisions make It unlawful for any ana to locate, erect, or maiatain any varntok factory, oil wareheuae, planing mill, furniture factory or lumbar yard within the district dnaoribad as follows: Beginning at tha iateraeetion of First street and tha Big Fear traaka; thanes south along said tracks to Missouri street; thence along east line of said street to Sonth street; thence aaat along north line of Booth street to East; thence along west side ot East street to Cherry; thaaaa west along math line of Cherry and St. Marys to Delaware; thanes west along old donation lino and First street to plaoe of beginning; provided, nnloaa consent shall ba first granted by tha Common Counoil and Board of Alderman. While this ordinance looks harmless on ils (hoe, yet it really places an embargo on a large manufacturing interest not only already located, mora particularly along tha lias of ihe Big Four, bnt upon any which may be •ontemplsted. In thla district, having retor* anoa to tha Big Fonr tracks, there to not only first-class railway facilities north of Indiana arenas, in the territory prescribed, bat also aouth of Waahiagton, on the wait aide ot Missouri, and in laying an embargo thereon toe municipal powers should proceed with great care. Frantically Adopting Congregationalism, Them was a meeting of tha Church of God ergeaisatlen Jast evening, aad resolutions ware adopted withdrawing tha church from tha Southern Indiana eldership, and claiming the right of personal government oa religions matters, as the church within itoslf might ohooso. It waa also raaolved "That we wash onr hands from the Woodworth controversy, and shall have nothing to do with it, aaless it shoold disturb us as a ohareh.” The first resolution to practically adopting Congregationalism. On last Sunday Elder Stoat notified the church that he proposed resigning his pastorate, and to this tnare Waa such manifest opposition that a number of letters were asked for in case the resignation was persisted In. The same has ainoc been withdrawn, and Mr. Stoat now expects to stand at hia post lik# the boy on the burning deck. At the mealing last night W. L. Stewart, T. A. Keeler and W. J. Parker were re-elected elders; Martha Wells and Martha Kinder deacon nesses, and Elisha Bennett was added to the deaconship. ChargoO With foi.ouma » Bartender. The sufferer is Frank German, who is still too ill to appear. It it stated that Gorman succeeded Artis yesterday as bartender at the National, which influenced tha latter to entertain a grudge for the tormer.'and, upon meeting U or man tost night and remarking upon the hold which ha had, he influenced him to go to his room and take some medicine, which ha guaranteed was a remedy. Whatever the loae, it sickened Gorman, and when Dr. Cal Fletcher woe called he found Me patient in a dangerous condition, and with difficulty his llfo was saved. It to practically certain that the dost which Gorman swallowed had ~ a poisonous effect, bnt Artis deniee that he adminiatered the same with any thought that it would work an injury. The case will be concluded to-morrow. Hptooa»o*»ao Work Among tho Negroes. About eighteen months ago a mission was Mtabltohed among the colored population of the Weet Sine by the Episcopalian Churches Of the eity. The State Health Board Makes a Good Showing to the Governor.
Tbe annual report of the State Board of Health, eabmitted to the Governor yesterday, congratulates tbe people ot the Stale npon the rapid strides being made in sanitary science, and npon the fact that the health of tbe State was never better than now. It nrgee that a fnnd be created to pay the State veterinary surgeon, as there to a demand for tbe services of each aa officer. An acoounk to given ot the sanitary inspections of the various State institutions. The Northern Prison and Insane Hospital were reported to be models of cleanliness and healthful, neaa. From a sanitary view, tbe Southern Prison to in a very bad condition and tbe board finds that to make it a fit place for human habitation, it will be neceesary to rebuild It entirely or make very great changes in it. The Institutes for the Blind and Deaf and Dumb are found to be in good condition, bnt inadequate to accommodate the number of inmates. The reports from 87 county asylums show that thay coatain 3,252 inmates, of whom 507 are insane and 325 idiotic. The sanitary coaditicn of 17 of these aaylnms to very bad. Ia 10 of them the heat to insufficient; 16 of them have filthy water-closets, while 39 need various improvements. The reports from the same number of county jails show that 27 of them have poor ventuation, as many more very bad water closets, and 56 need general improvement. Tbe reports made to the board, which are considered by no means accurate, show that there were ia the State last year 17,000 daaths, 18,138 marriages and 36,249 births. A Former Indtaaapolitan Gona Wrong. A special telegram to the Cincinnati Commercial Gazette of to-day, from Millersburg, O., conveys the unwelcome information that C. F. Welling, dealer ia pianos, organs, sewing machines, etc., aa tbe agent ot J. A. Compton, of Coohocton, O,, bad decamped, leaving his accounts showing a shortage of $1,600. Ue also abandoned his wife and infant child, and Mrs. Welling, who was formerly Mias Frankia Reiley, oi Indianapolis, has returned to the home of her parents in this city. It to alleged that Mr. Weiling’s troubles are due to dissipation, ami it is stated that his employer helped him out of a two-huadred-dollar shortage at Columbus, O., by settling the same and accepting hto note, which he still holds. The Carsou-Harrison Ca«e. The Supreme Court is to-day hearing an oral argument on the suit of Joseph L. Car•on vs Thomas H. Harrison, the question involved being the right of Governor Gray to appoint various members ot tha Boards ot the Benevolent Institutions to succeed thepreeent iucunibeuts whose terms have expired, but who are stUI in office on accountof the follura of the Legislature to elect their successors, in tbe argument today the Carson interests are represented by John R. Wilson and L. J. Hackney, of Sbelbyville; and Dr. Harrison by his brother and Ferd Winter. It is expected that a decision will be reached before many days, as tbe court has had the brief* and records for several weeks. A Local Company Incorporated, The 11. T. Mr. Coude states that he organized the cqmpany to relieve himself ot the tremeudous business strain, to which he was being subjected, be having more upon bis hands than his physical strength would permit him to care for. He Won’t Admit It. Isom Johnson, a colored youngster of some* wbat dwarfish growth, was fined to-day by the Mayor for usiuga knite on Frank Turner, also colored. Tbe latter was not much hurt. Johnson is the lad under suspicion of knowing something about the incendiary fires in the northwest quarter ot the city; but, if he does, he keepe bis own coantel. A Building Qttlekly Lighted. Tbe Tucker & Dorsey factory people contracted with the Jenny Electric Light Company at 8 o’clock in the morning tor fifty lights, and hr 0 o’clock in the evening tbe entire plant was in position and running. The Jeoney company pride tbemaeivei on the tact that a similar order was never more quickly filled. Advancing Kent* iu Small Houses. There is complaint in the southeast quarter of the eity by occupants ot small houses that rente arc beiog advanced from $2 to $4 per month. If this rental increase is general, it to feared it wilt have a discouraging effect in attracting mechanics to the city when the spring business opens. Tbe improved Method. (rALT ?
