THE SCHOOL HOARD ROW. A Stnr-CTiauiberol Session in Whicli the Committee i% Indoraecl. The School Board had a star-chamber Session, in committee of the whole, last Bight, and the proceedings which were altogether spirited, lasted over three hours. Tlie subject under discussion was the right cf the finance committee to make the temporary loan, from the County Treasurer, as they did, without consulting the treasurer or taking the usual steps la such matters. It is not expected to undo this action,’ but the opposer* to it arc endeavoring to bring kbout aoine proceeding*, so that it will not be established as a precedent. Messrs Frenzel, Bingham and Thompson .lead this opposition, and it is said that two more members are with them, but last night they were absent, and the supporters of the committee managed to get through a resolution indorsing its action. On motion ol -Mr. Bingham, however, it was dec.ded to report the action of last night’s meeting to the full board on Friday evening, when a lively time is expected. “It was a great mistake to borrow that money irom the County Treasurer,” said one of the commissioners this morning, "we should have gotten it from tome other source, even if we had to pay a little wore for it. Under the new law the County Treasurer is also the City Treasurer. When the two offices were separate the latter paid to the board every mouth the collections made that month; but Mr. Miller refuses to do tbi&and will only make nn annual settlement. The consequence is that he has a “soft snap,” as the boys say. He loans the School Board its ow n money, taking its own security, and gels big interest for it. It’s a mighty safe and profitable investment for him.”

Tiie legal proceeding lo which reference is made was outlined by The Nows on yesterday. It is in the nature ot quo warranto, entitled John Bail vs. Caleb S. Denny, to determine the question ot the latler’s right to vote when there is no tie, and the complaint asks that he be compelled to surrender his seat us temporary chairman of the joint convention to the.complainant. The Board of Altlermen also held a special session last night. The resolution authorizing a temporary loan of jAd.bW was concurred in. and the Council resolution, appointing Messrs. Smith and Xowland a commi!lee to confer with the railroads on the viaduct question, was referred to u committee. Mr. Schmidt introduced the following, which

Dr. A. I. Hobbs, of Lonisville. last night preached the first ofa series of sermons at the Third Christian Church. The pastor (Rev. D. R.
