A New Play for Irving New York, December 13 —It is reported that Mr. Henry Guy Carleton has written a play for Henry Irving, the male character <4which Is an eccentric professional man, and the heroine a woman who has committed a crime. Mr. Irving accepted it. Thu first performance will be given at the Lyceum Theater in London. Mr. Carleton, it is said, will receive for his work, when completed, $12,500.

Conn, December 13.—“Uncle” Silas Savage, who died this week In the Hartford almshouse in his eighty-ninth year, and who was burled at public expense, was one of the many Connecticut French spoliation claimants, and for nearly a half century he lived in constant hope of having his claim against the government adjusted. His father was well known as an arms manufacturer, and bad besides a large firearms factorv considerable money invested in the merchant marine, service. During the Napoleonic wars, when F.ugland had combined the nations of Europe in the embargo, and attempted to starve Napoleon out, four vessels owned by Mr. Savage—the Drphne, Triton, Juno, and Polly—happened in at a West Indian port and were cona*ca-. Ud with many other American craft. Tae senior Savage figured his loss at |175,000, icc’udlug the vessels and his share of the cargoes that they carried. Eilas inherited an eighth of the claim, and by purchase secured the entire claim from bis brother at a very low rate of Interest. Uncle Silas’s claim would have grown in the eighty odd years since the confiscations of the vessels to vast proportions, being up In the millions. IJe consulted president after president about his claim, and more than one Connecticut senator and representative have int-reeded for him. He leaves scores of letters from the presidents from Van Burea to Arthur. The rate from Indianapolis is 30 cents, against 32 1 2 cents heretofore. Lumbermen have complained that the rate made them was too high, and that it was not in proportion with grain and other rates. The reduction, of course, ia to their liking. An associated press dispatch from Ch'cvgo states that the Chicago & Eastern Illinois Is dissatisfied with the recent action of the Ohio liver pool in abolishing the differentia 1 rate given this line, the same being $1 to Ohio river points and 75 cents to this city. Tbe dispatch further iatimates that the 0. &. E. I. wid continue the sale of tickets at tbe differential rate, and that any interference will precipitate war. General Manager Henderson was shown the dispatch to-day. He confirms the statement that the attempt to abolish Ihe differential rate was resulting nnsatisfactcrally. A Novel echeme Ar'ist Richards. In writing to Mrs. James L. Mitchell, details a novel enterprise in Germany, which has been productive of great results. It is no less that preserving tips cf cigars, winch it is the custom of the smoker to bite off and throwaway. Eome one conceived the novel Idea of collecting and converting this refuse tobacco into a charity fund for the care and educa'ivn o* orptans, and a society was formed which has spread to every quarter of Germany. The badge of membership ie a little cutter and box comb'fled, convenient to carry in the vest pocket, and with which the smoker snips the eud of his cigar, at the same time preserving the detached fragment. When tne box fiila it is emptied at home into some receptacle, and once a year the gleanings aie given to an agent, with which every town and village ie provided, and he in turn ships the same tq a central depot in his district, when a sale is made. The amount realized in the aggregate foot* up a very handsome sum, and Mr. Richards states that it is surprising what good results are acorn pliehed from appareml} such a trifling' source. Every year a cumber of orphan children are provided for In this way. The cutler or “snipper,” or whatever it is called, is a handsome little affair, and is soid to smokers at a trilling sum, about twenty-five cents American money and the proceeds are thrown into the general fund. A talk with tobacconists la this city, show that the waste in tobacco, in cutting off the Ups, would surprise one who has not heretofore given it thought, as shown by the debris which accumulates dally In thetr own establishments, and Mrs. Mitchell is partly influenced to see If a similar thing can not be organized on this side of the Big Water. Shipment to ti.e World'* Fair. The grain firm of J. A, Glosser & Co., shipped today 24 cases of the different grades and kinds of grain grown in this state and handled by them. Also a number of samples of flour, cornmeal, hominy, cornstarch, oil cake, oil meal, grits, etc ", manufactured here. These cases are handsomely gotten up, covered with plate glass and will make a creditable showing of Indiana’s products. A tastefully arrarged blackboard accompanies these samples,'upon which the current prices will appear from day to day, as wired from this city this enterprising firm. Barker, the ex-treasury clerk who has been charging that First Comptroller Lawrence passed Irregular and unlawful accounts, came to grief today. He has been posing as a lawyer, and succeeded In being retained by Mr. Springer’s investigating committee as an expert at a salary of six dollars per day. Hereafter he will get but two dollars, the regular witness fee, and the committee won't want more that about a quarter’s worth even at that low rate. In the course of the examination to-day, when Baiker was stating the alleged points at law upon which he differed from Judge Lawrei ce, Mr. Mllliken, the republican member, asked him to give his legal authorities. He could not do so. When asked to read the law upon a particular point In dispute, he discovered that it authorized Judge Lawrence to do what he hid been objecting to. Further quizzing by the republican member of the committee made It plain to everybody present that Barker had not learned the lesson of his attack up to the point of being able to sustain the points made by his own legal knowledge. He floundered about stu-. pldly under a sharp cross-examination, and" finally in desperation announc’d that he had net come there to be insulted. Paris, December 13.—Ths tariff committee have presentented a report to tbe chamber of deputies relative to the production of cereals in France. They state that the yield ot cereals In France has steadily increased during the last thiity years; that the present average yield pet hectare Is equal to the average yield in America; that the ImDonation ot grain from foreign countries has a tendency to diminish prices; that the prices of the French products are not regulated by the cort of production, but by the maximum price obtained In France for the cereals of India and America.
