MUNICIPAL. MATTERS. Sessions of the Council and Hoard—Presentation to Mnyor Grubbs—Conduit
Ordinance passed.
At the special session of the Council, last night, David street, on the west side of the city hospital, waa ordered repaired, to prevent further damage by water. A report of the tale of the Tomlinson property, on West Ohio street, for $10,000 was accepted. William Griffin, food inspector, reported that fines amounting to $850 had been imposed since his appointment In August, 1880. The market house commissioners asked authority to advertise for plans and specifications, and to offer a bonus of $400 for the best plan and $200 for the second best plan submitted by competing architects. In response to an an inquiry from Mr. Morrison the mayor said there was to be “a new deal all around," and, with this explanation, the sum of $600 was appropriated. The ordinance providing for the bowldering of Market street, between Pennsylvania and Delaware, was discussed at length, but no action was taken thereon. The ordinance regulating weights and measures was referred to the market house commissioners, after the members had indulged in considerable levity. A motion to suspeud the rules aud pass an ordinance granting the Pan Handle railroad the right to place a pier in Pogue’s run was loat. The ordinance and alfmotiona relating thereto, were afterward withdrawn. The underground electric conduit ordinance, as amended by the board, was passed by a vote of 18 to 3. The banana peel ordinance was adopted. The remainder of the evening w as devoted to the amusement of the members, consisting chiefly of throwing paper balls at one another.
THE JOIST SESSION.
The council and board met in joint session early in the evening, which was the occasion of a “surprise” to Mayor Grubbs, he being presented a handsomely engraved gold watch chain. President Layman made a neat presentation speech. The testimonial was so unexpected (at least, this Is the way the mayors manuscript read) that he found it “difficult to express bis feelings.” HU acknowledgement, however, was graceful and fitted to the occasion. The clerks of the board and council, George T. Bruenig, Frank Ripley and W. C. Phipps, were thafiked by resolution for their ser
rices.
TH* ROAKD or- AI.DKKVEN. The aldennanie session was spent in the passage of the banana peel ordinance; the conduit ordinance with amendments; the adoption of the plana submitted by the engineer for the Pan Handle bridge over Pogue’s ran; the passage of the resolution directing the citlxens’ street railway company to construct and operate a line on Madison Avenue, and the passage of the following ordinances: Leasing put of the hospital grounds to the Flower Mission. Grouting Drew * Wasson the right to lay a railroad track across Indiana arenue. Ap propriattng $111,7118 50 to pay the salaries of the city officials and the compensation of the Fire department. Authorixing 8. W. Brady to carry on a museum. To improve the gutters of Alabama street from Fort Wayne avenue to Morrison street. To Improve Garden street from Meridian to Illinois. To improve Roanoke street from Michigan to North. Theiadiciarrcommittee reported against permitting the Western Union to charge foes for delivering messages in the city. The Council’s action relative to the market boose plans was approved. The Board adjourned to meet on next Friday evening. Crusade AnnIversarj Meeting.
A Handled Theneeed Birds fer Ckrtst- - ’ mas Mew Feettry la Qwlekly Per-elysed-Fas* and Feather* at the PonlIndlanapolls is one of the largest poultry markets fa the middle states. Tor the year closing December 1, a million and a half of birds were shipped from this point to New York—representing In weight 5,000,000 pounds and la value $060,000. The holiday trade increases yearly, and this season, la two weeks only, Indianapolis poultry dealers slaughtered for shipment and home use, 100,000 fowls, 40,000 of which woe turkeys. Throe large firms, J. E. Sullivan, J. R. Bodd A Ron, and A. Y. Lawrence A Co., do the balk ct the bustness (though several other firing are largely interested) and they are acquainted with all the Improved methods for killing and packing poultry, and have provided themselves with the necessary apparatus and equipments for doing the work expeditiously and for preserving the meat
successfully.
Artistic poultry killing is a cold blooded operation. Had the reporter this morning in his visit to Sullivan’s packing establishment, been accompanied by a “cruelty to animals” man, be might have chronicled, arrest* instead of these observations. For the New York market fowls are eraily dressed dry. There is no thwac off a bird’s head with a hatchet, sousing into water and dressing alter the manner in which the household rooster or pet gobbler is done np for Sunday’s dinner. The score or more of employes were dressing turkeys. A hundred fowls per hour were prepared lor market. A picker would hang his turkey to the rafters with a string by the legs. He would then seise its head and pry open its mouth with one bend while with ths other he inserted a small, sharp knife through the roof of the bird’s mouth into its brain. Instantly the bird was paralyzed. It quivered and became limp. In this condition it yielded Itt feathers to the slightest plucking. Before the body had ceased to tremble it had been stripped even to the last pin feather, the blood nad escaped from the wound In the month, and all that was necessary to prepare a turkey for the New York market was finished. vTlth head and feet on and internals intact, the pride of the stubble field was bung up to cool off before being packed and forwarded east. Meanwhile many ©(her men were picking many other turkeys and the air was full of tfny feathers and strangled “gobbles.” On the ground were many pounds of feathers. The long wing and tall feathers are separated and sold for brashes, fetching about forty cents a pound. The small body feathers are worth only about four cents a pound. They are shipped east, where they become adulterating material with which to cheapen goose feathers for beds. They are thus strongly increased in valne. As it is, the feathers at this house net nearly a thousand dollars a year. There la another variety of feathers, however, worth more money. The reporter was conducted to the coops where Innumerable roosters , geese, turkeys, guinea fowls and ducks were waiting for the slaughter. The condemned were putting In their time variously and Interestingly. The roosters were paired off, fighting for the mastery. Several sick looking fellows, with gory combs, were skulking In a dark corner, trying liard to go Into retirement under each other. The turkeys were strutting naturally enough, and the ducks and geese we*e anticipating the spring ruins iu voices calculated to disturb the rest of the long row of dead turkeys hung up to freeze just outside. But the reporter had gone In with Mr. Sullivan to see a rooster’s “hackle” feathers. A * cock was so intent on watching hie enemy that lie allowed himself to be easily captured. “Do you see those long, gloesy, many colored feathers at the base of the neck on top? These are the “hackle” feathers. They are used as bonnet c n .tments, and choice ones arc made into “flies” for fishing tackle. They are a
dollar a pound.”
But to return to turkey talk. A dry dressed turkey is worth one cent more per "pound in New York than is a wet dressed. By the latter process the meat is somewhat discolored and is supposed to lose Its native flavor. Yet the Indianapolis people prefer turkeys dressed wet. The killing is done precisely as when dressing for New York, and after bleeding, the turkey Is thrown into boiling water and then picked in orthodox fashion. Chickens aud other fowls are similarly treated. By the way, the guinea Is a bird valued more for its feathers than for Its meat. Providence has made them undesirable. Were they in demand and largely produced their saw edge voices would depooulate the country. A guinea is worth to the shipper from 15 to 20 cents. The feathers are worth more than half of this. A fowl is “full” dressed when it is emptied, as It were. After the feathers are off the bird is drawn, the “giblets”—heart, liver and gizzard—are separated and put back. All the larger firms ship poultry. It is packed in .foe and forwarded in refrigerator cars. A novelty in the business, In this state at least, is Budd’s freezer. In It are being stored tong of chickens, turkeys and game, which will be brought forth in the heated days of next summer and sold at a handsome profit. Five tons of ice are required daily to keep the freezer freezing. A turkey put Into the frigidity of this freezer becomes aa (tiff and hard as a board within a half day. Twenty tons can be packed away in it. Mr. Budd has rejected the proposition to let it out to the county as a “cooler” if some future Wheaton should succeed In blowing up the county jail. He says it
Is not for jail biros.
The School Coinmissioncru. At the regular meeting of the school commissioners last night it was determined to make a proposition to Mrs. Sproule to extend the time of payment of the $40,000 Margaret Brown bonds live years from maturity at 5 per cent. Superintendent Tarbell reported that after careful Investigation It could be stated that the alleged assault upon a girl at No. 18 was without louudatlon. An appropriation of $3O0 with which to buy 4O0 copies of.United States history, translated Into German was made, the books to be retailed to pupils at $1. The resignation of Kate Martin, Dora Roberts, Alice Duthie, Elma Stevens, Dora Hall and Anna Wilcox; teaehers, were accepted. Appointments as follows were recommended: No, 2. Alice M.
