The school board warrants issued in 1874, amounting to $94,500, all of which, except $55, have been redeemed, were destroyed yesterday by the finance committee. George Bolish of Lafayette yesterday, paid into the U. S. marihal a specific penalty of $15 and costs for failing to destroy the stamps on empty cigars boxes and spirit casks. TrnE AG* OF CHANGE. Amendment* Made to the Market Ordinance. When thecommiitee on markets was called in the coupcil meeting last night, a report waa received recommending the following changes in the general ordinance regulating maHketapas-ed a few Weeks ago; Allow fng dealers In miscellaneous articles to have stands on the markets. Fixing stall rents at 50 cents each six months, benches at 25 cents each six months, stands at the rate of 25 cents each six months. Giving clerk 25 cents for issuing license to peddler, 25 cents for repairing lease of licentiate. Permitting lessee of stand to sublet, upon payment of 15 cents for bench or 25 cents for stall to the market master. „ Requiring scales to be inspected and sealed every six months, and reducing fees of market master for his work about 00 j»er cent. Allowing refreshment stands, in market pi flees to be kept open at all rimes. Requiring all the curbstone stands to be taken away after the close of the market. Giving minors the right to lease stalls or benches. Also the following changes in the penal ordinance: Exempting fresh meats from the prohibition against forestalling. At this point'Mr. Marse» suggested referring thfr whole subject to the committee on markets and special committee, with instructions to report an ordinance embodying the amendments suggested. He criticised thenction of the committee, in listening to the demands of the grocery keepers, small boys and old women, in the effort to please them all. If that was attempted by the council the city never would have a market ordinance.* The report of the special committee was ‘asked for and read. It proposed about the same changes to the general ordinance as did the regular committee, and the repeal of aliout twenty sections of the penal ordinance, generally devoted to wiping out distinctions between city and licensed markets. This report was accompanied by a draft of an ordinance to carry into efl'ect the recommendations of the report. Mr. Wright introduced ordinances to repeal the general market and penal ordinances, which were laid on the table. The rules were then suspended, and the ordinances reported by the special committee read a second time. Dr. Walker made a noble effort to have tho matter postponed for one week, and he had the satisfaction of seeing it successful. The whole maUer was referred.to the committee on revision of ordinances to be licked into shape and reported as ordinances next Monday night. It was the general expression last night that in thcSe changes the best interests Of grocery keepers and hucksters hadbien carefully considered. The private consumer is left to take care of himself.
Expense of Running an Engine. In considering the best method of reducing
expenses the councils concluded that, in case the water works test proved successful in demonstrating that the protection they give is sufficient, three steam fire engines could be retired from service, and about $20,000 saved in this way. Chief Fendergast was instructed to estimate the cost of running each engine yearly,- and report to council, in order that it uwebt know just how far to go in this matter were it found
necessary to proceed farther. He reported last night, ana it is fair to say that no more astonished body of men could be found anv-
where than listened to its reading. Mr. Pendergast stated that he found the cost of running an engine to be only $2,4‘>0 per year. An expression of incredulous anuizainent spread over the faces of counciLmen, which was only partially dissipated by the reading of the following bill of particulars by Mr. Layman, member of the fire board: . ‘Salary of engineer, $750; of stoker, $638.75; of driver, $638;75; eoal, $30; kindling, $10; repairs on harness, $25; shoeing, $20; cleaning material, $5; bedding for horses, $15; whips, $2.50; repairs cm engine, $50; horse feed, $200; machine oil. $10; coal oil, $2; cotton w aste, $5; total, $3;402. Mr. Layman Stated that by abandoning the hose reels attached to the engines a saving of $3,000 a year each could be saved. There" are four men to a reel and three to an engine. Later in the evening the fire committee reported that it would require CO lamps to fit up the department for illuminating with oil, to cost $2.50 each. They recommended that the headquarters building, be first fitted up with lamps, and the experiment tried there to see how it works. The report was received, and the committee directed to proceed in accordance with its recommendation.
