Board of Aldermen. The board met, l*8t night. The action ol the council allowing E. B. Elliott tne contract for grading, graveling and psvit g Bellefontame avenue, between L ucoln avenue and Tinker street, was concurred in. The action of the same b^dy
was also approved. The board of police,
that “the institution baa been comfortably filled at all times, and has never been entirely closed to the friendless at any time. There are twenty-three inmates at present, with room for fifty more.” (Note: The News reporter is somewhat muddled over this municipal English. There is something somewhere t^at somehow does not seem to consist) In the opinion of the board much good has been done in saving and reclaiming many from lives of prostitution. The institution is reported oat of debt, but witb limited income, receiving bat five hundred dollars annually from the Peck estate and city fines; the balance of expense must be made up by donations from charitable persons. The building is badly located and ill provided with calls for the confinement of the refractory. The officers report it impossible to find suitable and remunerative work for the inmates, otherwise much of the expense might be saved The action of the council changing the name of Eutaw street to Pratt Street was concurred in. The bid of J. J. McKnight for improving Sixth street and sidewalks from Delaware to Alabama street wss approved. An estimate of $347.49 was allowed John Green for improving the first alley east of Alvord street, between Home and Malott avenues. The board then adjourned, after having been in session only twenty minutes—a remarkable dispatch of business.
Capital of Insurance Companies. To the Editor of The Indianapolis News: Official statement of the condition of tho Equitable Life Assurance Society of the United States, on the 30th day of June, 1877. The name of the company is the Eqnitable Life Assurance Society of the United States.
March 3d, 1877, the legislature of this state passed an act which says: “And no insurance company or agent or agents of any insurance company, incorporated by any other state shall transact any business of insurance in this stata unless such company is possessed of at least two hundrea thousand dollars capital invested” in certain seenrities named in the act. The Eqnitable Life says the amount of its capital is $100,000—not $200,000 as required by the law. Borne of the companies have filed statements in which, after stating that the company has no capital, the officers swear, under oath, that the company is the bona fide possessor of $200,000 of actnal cash capital. The natural query arises, what is the use of laws passed by the legislature unless they are complied with? In this case the law says one thing. The auditor, in defiance of the law, admits companies to do business which the law says “shall not transact any business of insurance in this state.” If the companies do any business, not having complied with the law, is snch business legal? The courts in this state say: “Policies issued by companies not having complied with the law, are not collectable after loss occnrs.” R. L. Dat.

These profeesions are loud, but not deep, but they don’t reach down into the pockets to relieve their own ill-paid employes, who have been swindled out of their own hard earnings by the dishonesty of the managers of
the Sentinel company. “By their works ye shall know them.” Laboring men may be poOT and have to toil early and
late for a living, bnt they are not all fools, and if the Sentinel thinks to dupe them by this hollow pretense of sympathy and love they are sadly mistaken.
