Te the Editor of The Indianapolis News: The law passed by. the lost legislature ard approved March 3, 187J. soys: “And no insurance company, or agent or agents of any insurance company incorporated by any other state, shall transact auy business of insurance in this state unless aocb company is possessed of at least two hundred thousand dollars of actual capital,” invested in stocks or bonds named in the act Now in the Journal of the i)th is the statement of the Berkshire life iusar ance company. It ia headed “offleial ” In this statement it says the amount of capii&l is $25,500, the amount of its capital paid up is $25,500; and jet Edward Baltwood president, and James W. Hull, secretary, of tha Berkshire life insurance company of Pittsj field, Massachusetts, being duly sworn, under oath say that the B-rkahire life insurance company is the “bona ide owner of at least $200,000 of actual cash capital,” while they know and say that its (the company’s) capital is $25,500. Now if this is an attempt to comply with the law of the state, because without swearing to this ownership of the requisite capital they conid not comply with the law, and if this attempt is successful than it is only necessary for any party to swear under oath to anything which is not true, to fully cdmply with any law that may be passed. A law couid not be passed, but what some one could swear under oath ‘ big” enough to get round it The law which compels such a subterfuge is a nuisance, and the subterfuge to comply with such a law is a disgrace, and after all, it i> an open question whether this subterfuge to evade the law, or this attempted compliance of the law by swearing to the ownership Ox $200,000 actual cash capital, where in the one cate the officers say the company has no capital, and in the other that the actual capital of the company is only $25,500, is a compliance with the law. - Persons who are solicited to take policies in these companies which can not comply with the law, may well consider whether policies issued under such conditions ore valid. Our courts in this state have held policies issued under non compliance with our laws not to be valid after a loss has occurred. If these companies have no bapital, or only a small one, are not such affidavits falsehoods? and as they ore sworn to under oath, is it not perjury? If false, there is no compliance with the law. “Is it perjury, or what is it?” • Greenfield Notea. Gbkenfikld, August 9. T* the Editor of The Indianapolis News: I stated in my first communication thet Greenfield was a go ahead place; to help sustain that we point to the continuous improvement going on in our city. There has been several business bouses and factories built or enlarged, all within the past few yeac«, and still it goes on. Now we are soon to have erected two brick stores, they to be built upon sites but lately occupied by frame buildings,which we think does well for a city of the size of ours. As to the blue ribbon movement, a meeting held, last Sunday, at Cumberland, Marion county, under the auspices of our society, resulted in the organization of a society of 80 members, at that place. Addresses were made by our young attorneys James Walsh and John W. Jones. Walsh is said to have made his best effort since engaging in the work. Our normal school Is doing good work under the management of ita efficient principal, aided by his able assistants. The address of Prof. J. 0. Wright upon ‘‘Success and Failures,” delivered last Tuesday evening to a large and attentive audience, was ably delivered. Next Tuesday evening, (Ufch inst,) Prof W. H. Sims, superintendent Greenfield schools, lectures in the interest of tbe normal school. Subject: “The Bad

Col. N. H. Roberta, our county recorder, is trying the reality of forced widowerhood, his wife having started on a visit to tbe old paternal home, near the loot of tbe Allegbenys, in West Virginia. Rev W. J. Chaplin of Dowagiac, Michigan, editor of the Michigan Freemason, is in our city. He will lecture next Saturday evening for our citizens. Subject: “Secret soc eties, ancient and modern; their history, uses and abuses.” He is the guest of Hon. W. R. Hough. More sickness in our town and surrounding country than usual. The prevalent diseases being flax, cholera morbus, and summer complaint, with a case of chills occasionally. Hancock county, boarding house (jail), now contains five inmates. Quiz.

The attorney general recommends that road supervisors be elected in April instead of October. There will be temperance meetings at the Metropolitan theater and in front of the court house steps to-night. The ladies of Flower Mission will give a iswn party at the residence of J. K. Sharpe, 573 North Pennsylvania street, this evening Yesterday afternoon tbe board of county coromieeionero determined to pat room 4 of tbe superior court on the same floor as the other courts Rev. J. 0. Fletcher says that Captain Costentenus is an Italian and notaGreek. and that be tattooed himself expressly for the show business. Hogan McCarthy has filed a series of charges against state house policeman Cook, which will be inquired into by the police board to-morrow night. Articles of incorporation of the State Line ard Covington railroad company, capital stock $100,000. were filed in the office of the socretary of state yesterday. % The base ball club left for Milwaukee at noon to day. They will stop at Kokomo long enongh to play one game there and proceed on . their journey in the evening.
